Planning Commission Meeting Minutes

Members Present:  Jeff McDonough, Bethany Menkart


Absent:  Tim Johnson, Pete Fjeld, Donna Swinington 


Others Present:  Kate Briggs, Sandra Trombley, Secretary


Call to Order & Roll Call:  Called the Planning Commission Meeting to order at 6:10 p.m. by Jeff. 


Reviewed Agenda.


Minutes of January 13, 2010, February 10, 2010, February 23, 2010:


Could not approve minutes because there was not a quorum.


Old Business:




Kate talked with Regional Planning and there may be grant money.  She has invited a new person, Claire Tebbs from Regional Planning to our next meeting.


Kate stated that we need to adopt a new Town Plan as our old Town Plan has expired.  Regional Planning told her that what we did, won’t work.  We need to re-adopt our Plan, which involves various steps, a series of public  hearings,  just like adopting one in the first place.  You can only adopt a new plan or re-adopt a new plan; you can’t extend a plan according to Adam Luigi,  Regional  Planning lawyer.


Our current zoning regulations are in place, but they cannot be changed  and adopted until we adopt a new Town Plan.  Some regulations are not in accordance with Vermont law.


With this money that is now available, the most pressing need is that we need a new Town Plan. 


Kate reported there were about 70 responses to the survey, between Town Meeting and others.  She would like to take surveys to Leicester School to  send home with the children.



New Business:


ZBA Hearings:


ZBA Application for James Greenamyre’s shed and addition were given to Board.  The hearing is on March 30, 2010.
