Call to Order/Roll Call: Meeting called to order at 6:03 p.m. by Chair and roll call.

Approve Minutes of February 23, 2010:
Motion by Pete to approve minutes of February 23, 2010. Second by Bethany. All in favor. So approved.
Zoning Administrator:
Kate tried to explain her role and what new things she is learning. She is trying to attack some of the things that may have been done wrong in the past and trying to work on changing procedures and recordation. Kate will be making recommendations to the Planning Commission that will affect the ZBA.
Kate talked about fees and process. She plans to come up with a clearer path and process. Forms are confusing. In the future, at every meeting, she will give them a sheet explaining why the ZA passed the permit on to the ZBA. The ZA is going to write up a draft for new policy and procedure that is very clear.
Permit Application 5-10-ZBA for Setback Waiver for a shed for boat storage and Variance for an addition to camp. Parcel # 212024, Lake District, James Greenamyre, 1245 Hooker Road:
Kate gave an explanation why there were two different things on one application, but are not the same thing. It is a nonconforming camp in a mapped wetland. You can’t build anything in a wetland or within the 50 foot buffer zone.
Kate had invited Jim to come to the visit at Jeff Smith’s property in order to share information. Kate explained she was part of a conversation when Allen Quackenbush, Head of State Wetlands, talked with Jim about expanding his house, he said he could definitely go up and he could go back, but he could not go toward a wetland or toward the shore. If he goes up and back he does not need to apply for a State permit. Jim is doing this based on what the State said.
For the shed, he would need a town permit and a state permit. Kate stated he does not meet the setback for shed. It’s not a boat house; it’s a shed for storage of boats and other things. Jim is applying for a setback waiver for a shed and a non-conforming structure variance for his camp.
Kate recommends a site visit to see the property.
Jim Greenamyre was sworn in by the Chair. He explained his site plan to the Board and answered some questions. The camp is for summer use. He wants approval to do all that is on the permit application.
Recommendation by Bethany to do a site visit.
Motion by Pete to recess hearing at 6:45 p.m. until Board completes a site visit. Second by Bethany. All in favor. So approved.
Board site visit scheduled for Monday, April 5th at 6:00 p.m. at Greenamyre property.
Reconvene at next ZBA regular meeting on April 27th.
