Special Selectboard meeting
April 29, 2013
 
Present:  B. Lawes, K. Young, T. Barker, R. Fiske, D. Benware (recorder),
Other:  J. Delphia, Dianne Harvey, Bill Shouldice
 
Meeting called to order at 6:30 p.m.  by the Chair.
Agenda reviewed.
 
Dianne Harvey and Bill Shouldice were interviewed.  Ruby Lewis did not appear.
 
Motion by Ron to appoint Dianne Harvey as Lister until March 2014, second by Tom, passed unanimously.  Julie reminded the Chair to inform Dianne to come in to fill out necessary paperwork.
 
Ron reported that when the floor was opened up under the entry of the white building that there was a foot of water under it.  The floor joists are bad and will probably require a sump pump to keep the area under there dry.  bob munger will provide an estimate of the repair costs for the May 6 meeting.
 
Tom made the motion, Brad the second to approve the bills, passed unanimously.
 
Motion to go into Executive Session at 7:40 p.m. made by Tom, second by Ron, to discuss pending legal action.  Motion to come out of Executive Session at 7:48 p.m. made by Tom, second by Ken. Motion by Tom to authorize Julie to contact town counsel regarding a legal matter and request him to respond. Second to the motion by Brad, passed unanimously.
 
Discussion of Vermont Gas pipeline that may go through Leicester. Chair received 21 phone calls on 4/25 that indicated residents were not in favor of the pipeline.  Chair and Ron and Suki Fredericks attended the meeting on 4/26 to update the other attendees at site meeting at ACRPC about the feelings of residents about the pipeline.  There has been a request to utilize the town website to inform residents about the pipeline.  After discussion, Tom made the motion, Brad the second, indicating that, at this time, the Selectboard didn't feel it was appropriate to use the website to discuss the Vermont Gas pipeline project. 
The vote was 3 ayes (Barker, Fiske, Lawes) and one abstention (Benware).
Julie will contact Sue Johnson, Cornwall Town Clerk, to see how they make the website work as a repository of information.
 
Motion by Tom to adjourn at 8:22 p.m.
