Meeting Minutes - Interim Zoning Bylaws

Town of Leicester
Hearing to Adopt Interim Zoning Regulations
Monday, Sept. 23, 2013
7:00 p.m.

Present: B. Lawes, R. Fiske, D. Benware (recorder)
Others: Kate Briggs, Linda Pitkin, Bill Pitkin

Chair called hearing to order at 7:05 p.m.

The following interim regulations were publicly warned and are scheduled to be adopted, effective this evening.

Each regulation was discussed and the following changes were acknowledged or made.
  • Boathouse definition: following the standard in planning documents: strike primarily and add "related equipment".
  • Adding envelope definition, because footprint was not adequate.
  • Change front yard setback: to read: consists of the distance from any structure to the centerline of the existing street. Where a lot abuts public water, the front yard setback is defined as the distance from the mean water line to any land development (including, but not limited to, structures, retaining walls and decks).
  • Deleted front yard definition; source of confusion
Revision of Bylaws: Delete entire section on certificates of compliance, as we do not issue said certificates.

Section 400: Exemption form permit: New language: We are requiring an exemption form to be signed and received by the ZA prior to construction or land development. Clarifies ramp to a residence to be used by a handicapped person.
  • This section has been reviewed by VLCT and town counsel.
  • To # 7: add minor landscaping
  • #10 and #11: governed by state statute
Section 620: protecting already existing boathouses: strike "in same or smaller envelope".
