Zoning Board of Adjustment Meeting Minutes

Members Present: Pete Fjeld, Chair, Donna Swinington, Jeff McDonough, James Russo

 

Members Absent: Connie Carroll

 

Others Present: Kate Briggs, Lynne & Glen Peck, Sandra Trombley, Secretary

 

Call to Order & Roll Call: Peter called the ZBA Meeting to order at 6:05 p.m. with roll call.

 

Reviewed Agenda:

 

Chair read the warning and explained Rules of Procedure for Hearing.

 

09-12-ZBA Glen & Lynne Peck Parcel #202007 L1, 261 Winding Way, Leicester:

 

Glen & Lynne Peck, Applicants and Kate Briggs, ZA were sworn in. Everyone was in possession of a copy of the Peck’s application for building permit.

 

Jeff asked a question about the drawings and the measurements were different on each map.

 

Lynne apologized and stated that she is not a professional. Lynne explained that what they were trying to say was that their house is currently 33’ away from the other property line; and they own the other property. Their house where it is sitting now is 33’ from the property line.

 

Kate stated that the setback is 25’; so it was irrelevant because it meets the setback waiver.

Glen stated it’s approximately 27’. The other side is very close.

 

Lynne provided photos to the Board.

 

Lynne explained they wanted to screen in the top deck and to put in a garage and entry with second floor space.

 

No plumbing, bathrooms or bedrooms are proposed.

 

Lynne provided their letter to the Board.

 

 

Kate explained that it requires a setback waiver because it is a change to a nonconforming building on a nonconforming lot. Kate felt it is totally reasonable to have a screened in porch with the mosquito population and in Vermont people think garages are a good idea.

 

Email from Omar Hopkins, representing six owners, was read that they had no major issues with the Peck’s proposal. They ask that the boundary line be respected during construction and be marked with construction tape to verify no footings etc. cross over on to their property. Ensure to the extent possible that they use natural screening to help maintain the “rustic” characteristics of their property; particularly around the proposed garage.

Motion by Jeff to adjourn meeting at 6:30 p.m. Second by James. All in favor. So approved.

 

Next regularly scheduled ZBA meeting, cancelled, no business.
