Selectboard Meeting Minutes
Monday, June 3, 2019

Call to Order:  Meeting called to order at 6:35 p.m. by Chair.  
Pledge of Allegiance:
Review of Agenda Letter from Regional Planning 
Approval of May 20, 2019 minutes:
Motion by Tom, second by John, to approve minutes of May 20, 2019 as written. All in favor.   So, approved.
Review/Authorization to Pay Bills:
Motion by John, second by Tom, authorizing Julie to pay the bills.  All in favor. So, approved.
Reports from Town Officials, Committees:
Town Clerk/Treasurer:
Julie provided the loan documents to sign.  
Board signed loan documents.
The new chairs have been put together.  Julie needs help to move the old chairs to the brick building and move the table to the white building at some point in the future.
Julie shared her research when she called VLCT to ask questions about borrowing money for the purchase of equipment.  VLCT sent her to the article they did which showed items where the town would not need to go before the town voters. Purchasing equipment, used specifically for maintenance of the roads, is one instance; provided it is five years or less, that you would not need voter approval.
Julie requested the magnet for the Animal Control Officer’s truck.
Julie reported they got the milfoil grant; which was significantly reduced.
Road Foreman:
Arlan reported that the loader they are testing out does not have enough engine horse power.
Board suggested he try other companies; and recommended trying a Case product next when the timing is right.
Arlan reported that they started on Hooker Road work; which is 2019 funds.  Trees were cut.  
Diane mentioned they are going for 2020 funds after June 30th.
Regional Planning got a grant to pay Kevin for the application for the iPads and training.  Now that the town has its road inventory done and have met the requirements, the town is obligated to keep the Municipal Roads General Permit current for the next twenty years.   The cost for a single user professional account is $38 per month from Fulcrum.  ACRP is planning to charge each town $50 a month to cover administration of basic technical costs.  Because of a six-month working season of May – October, they are offering it at $300.
Motion by Tom and second by John to pay the $300 subscription charge to update the road erosion inventory as the work is completed.  All in favor.  So, approved.
Diane signed Letter of Intent to participant in next year’s Municipal Roads Grants & Aid Project.  Final completion date June 30, 2020.
Arlan reported he hauled 450 yards of winter sand.
Arlan checked out the culverts and stated he needs two 18” culverts.  Discussion about culvert work.
Health Officer:
Animal Control Officer:
John gave a report to the Board on the pony case.
John stated that if there are next steps, it should be done through the Addison County Humane Society.
Julie reported she has an updated unregistered dog list for John.  Currently, there are twenty-five unregistered dogs.  This morning everyone on the list was called, and advised them once again that the Animal Control Officer will begin ticketing for unregistered dogs.
Diane reported she put it in the newspaper that the Animal Control Officer will begin ticketing for unregistered dogs.
