Town of LeicesterSelectboard Meeting MinutesMonday, November 18, 2019*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Brad Lawes Tom Barker, Ron Fiske Members Absent: John Rouse Others Present: Julie Delphia, Arlan Pidgeon, Teena Foster and Assistant Meaghan, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: NEW BUSINESS: AFLAC Presentation: Teena Foster provided a short presentation about Aflac insurance. She provided pamphlets with information. She explained that Aflac insurance is not health insurance. Aflac pays the policy holder to help with paying bills. Teena explained it takes three people to enroll in order to offer the insurance. Policies include short term disability, accident, critical care, cancer, hospital plan and wellness. Teena will follow up with Julie in December, after the Board has had a chance to review the materials. Brad explained that more than half of his employees are enrolled in some sort of policy with Aflac. It has been helpful to many of his employees over the years. Premiums are withheld pre-tax. Review/Authorization to Pay Bills: Motion by Tom, second by Ron, authorizing Julie to pay the bills. All in favor. So, approved. Approval of November 4, 2019 minutes: Motion by Tom, second by Brad, to approve minutes of November 4, 2019 as written. 3 yes and 1 abstention (Brad). So, approved. Reports from Town Officials, Committees: Road Foreman: Arlan would like to recommend buying the John Deere loader for $137,000. He thinks the Case is around $147,000. Brad stated that out of courtesy, he would like to entertain all quotes from the dealers. Ron stated he would like to see the town get money for trade in. Board would like to gather more information about all the equipment. Arlan will call the John Deere representative and Tom will call the Case dealer. Julie will call and get a quote on the Doosan from Ken Thomas at G. Stone Commercial. Town Clerk/Treasurer: Julie provided the Sheriff’s contract for the Board’s signatures. Julie provided the Error & Omissions Certificate for the Board’s signatures. There was a mistake on one of the properties and this corrects the mistake. Julie received the invoice for the Old Jerusalem Road culvert for $8,383.35; and noticed an error. Julie called for an explanation as to why it didn’t come out to 5%. She hasn’t heard back. Motion by Tom and second by Brad to authorize Julie to pay the invoice when she gets the corrected invoice. All in favor. So, approved. Julie will ask for a breakdown of the invoice. Julie reported that delinquents for 2019 are somewhere around $85,000. Julie will know the exact number by next meeting. Julie asked when the Board would like to start doing budget. Julie can put a draft together for December 16th meeting. Julie stated that LDFLA wants an increase from $19,000 to $25,000. Brad stated that BLSG is going up $800-$900. Brad gave a short update on reorganization of BLSG, minor budget increase, and Resistance Program. Health Officer: Animal Control Officer: Cemetery Committee: Weight Permits: None CORRESPONDENCE: OLD BUSINESS: Update Delorm Road Traffic Issues: No new issues or complaints. BUILDING NEEDS: Updates on Senior Center Work: Tom wanted to talk about the deterioration of the white building. Tom and Ron went over all of the things that need to be done which would most likely be cost prohibitive. Brad asked if they need to get a certified building inspector or engineer to come look at the building. There are major renovations needed. Diane will contact the Historical Society to see if there is any funding to get someone to come and look at the building. She will report back next month. Julie will call David about coming to extend the vent for the heater on the white building. The vent has caused moisture and causing water damage.
