Town of LeicesterSelectboard Meeting MinutesMonday, January 7, 2019*Unapproved*** See subsequent minutes for any changes Members Present:Diane Benware, John Rouse, Tom Barker, Brad Lawes, Ron Fiske Others Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Plus good candy provided by Julie. Approval of December 17, 2018 minutes: Motion by Brad and second by Tom to approve minutes of December 17, 2018 with edit under Vermont Sun Feedback, Diane reported that Leicester and Sudbury wrote a joint letter. Should be Leicester and ‘Salisbury’. All in favor. So, approved. Review/Authorization to Pay Bills: Motion by John and second by Brad authorizing Julie to pay the bills, the 2019 payroll and rental rates and all federal and state fees; as required. All in favor. So, approved. Reports from Town Officials, Committees: Town Clerk/Treasurer: Julie reported she received a voice message from the Rutland Herald asking if she had an opinion about BLSG increasing their request. Julie did not respond. Herald has been contacting other towns. Julie reported delinquent taxes were at $135,000. Julie received a letter about an additional $43.28 the town can receive above and beyond what they already received from the FEMA grant for a new Administrative Cost Policy; by just signing the document provided. Julie will sign it. Tom asked about the new zoning administrator. Julie reported she started today. Road Foreman: Arlan had nothing to report. Watching the weather. Cemetery: No report. CORRESPONDENCE: Equalization Study shows the town doesn’t require a reappraisal yet. Diane read a letter from George Merkel, Chief of Police for the city of Vergennes alerting all the towns in Addison County that the National Highway Traffic Safety Administration has awarded the Vergennes Police Department grant funding for the implementation of an Addison County Traffic Safety Coordinator. These funds will maintain fiscal oversight and general administrative responsibilities for allocated funding. They will be asking local towns and communities for their input on traffic safety. NEW BUSINESS: 2019 Budget Second Review: Board reviewed the second draft of the budget. Diane will check with the Transportation Planner to see if she thinks Leicester might get a transportation grant this year. Brad reported the BLSG meeting is January 10that 7:00 p.m. at the Douglas House in Brandon. Diane prepared a draft of the Selectboard Report for review. Board unanimously approved and signed the Leicester Town Warning with the stipulation that should there be a change, they would hold an emergency meeting.
Julie reported the school would like their presentation representative to have five minutes of time at Town Meeting. Weight Permit: OLD BUSINESS: Finance/Maintenance AgreementOld Jerusalem Road: Julie and Diane will review final details and Board recommended Jim Carroll’s review of the document. Motion by Tom and second by John to authorize Julie to email document to Jim Carroll for review. All in favor. So, approved. BUILDING NEEDS: Julie will ask Efficiency Vermont to evaluate the Senior Center and the Meeting House.
