Selectboard Meeting Minutes
Monday, August 5, 2019

Members Present:Diane Benware, Brad Lawes, Tom Barker, John Rouse, Ron Fiske
 
Others Present:  Arlan Pidgeon, Sandra Trombley, Secretary
 
Call to Order:  Meeting called to order at 6:30 p.m. by Chair.

Review of Agenda:
 
Approval of July 15, 2019 minutes:
 
Motion by John, second by Tom, to approve minutes of July 15, 2019 as written.  All in favor.  So, approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom, second by John, authorizing Julie to pay the bills.  All in favor. So, approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan reported that they changed the two culverts on Maple Run Road.  Tom asked if Arlan could put up a couple bump signs.  Arlan will put up a couple signs.
 
Arlan stated that we have $100,000 for paving in the budget.  It’s going to take an estimate of $65,000 to do Maple Run Road and $50,000 for Ferson & Wheeler Roads.  There is about 200 – 300 feet on Rte. 53 at the Forest Dale town line back which will be about $5,000 - $6,000.  The budget will be a little short.
 
Diane mentioned there is restricted highway monies that can be used.
 
Arlan stated that he can’t see replacing the culvert on the Ferson Road.  It is 15” and perfectly clean.
 
Motion by Ron and second by Brad to approve Arlan contacting Gary for paving for a sum not to exceed $25,000 beyond what’s already budgeted that would come from the restricted funds. All in favor.  So, approved.

Diane reported she will be resigning as Health Officer September 1, 2019.

CORRESPONDENCE:
 
Diane reviewed the correspondence.
 
Diane asked Brad if BLSG needed a Leicester representative.
 
Brian Sanderson sent a note stating there is only one contractor handling line striping this year.  There have been concerns about the lack of lines on newly paved roads. The contractor will be down in early August to paint only newly paved roads.  They plan to return later in the month to address all the roads.  He needs what roads we have placed new asphalt this season and accurate locations.

NEW BUSINESS:
 
Resignation of Town Health Officer:
 
Diane will remain as Town Health Officer until September 1st; when Chree Perkins will take over the position. Chree will report to the Board.
 
Tom asked about Mr. Gildrien; who has not reported to the Board in quite some time.
 
Set Tax Rate:
 
Julie provided the tax rate information.
 
2018    Homestead     Non-Residential

The homestead rate, the money that would go to the State, is 1.2881.
 
Motion by John and second by Tom to approve the 2019 tax rate and follow the traditional homestead late filer policy.  All in favor. So, approved.
 
 
OLD BUSINESS:
 
Municipal Roads General Permit:
 
The Board passed, adopted and signed the Town Road & Bridge Standards for 2019 as of August 5, 2019.
 
Reclassification of Wetlands:
 
Diane reported that several months ago the Board had a presentation from the State about reclassification of wetlands.  There recently was a meeting in Cornwall and Salisbury and many people had their backs up about it.  The Torrey’s from Salisbury contacted 172 landowners who signed a petition against the reclassification of the wetlands from Class 2 to Class 1. They sent the petition and an accompanying letter to all the State organizations and adjoining select boards stating they don’t want to be included in the reclassification effort.
 
The latest Diane heard; the Steering Committee is going to move forward with willing landowners and will be releasing a map of what they propose based on what they know of people that might be interested.

John reported that Ron Stevers came down last Saturday and looked at the Senior Center and will get to us with a quote. Clover Leaf will get back to Tom.
