Leicester Planning Commission Meeting Minutes (unapproved)

Monday, July 28, 2025, 6:00 p.m. Town Office

Present: Members Jay Michael, Donna Swinington (Chair); Diane Benware (Selectboard Chair), Lyndsay D'Avignon (Alternate), Julie Delphia (Town Clerk & Treasurer)

Meeting called to order by Chair Donna Swinington, followed by roll call. Introductions were made.

Previous minutes were read silently.  Lyndsay motioned to approve, Jay seconded, board approved.

Julie had worked with Suki to label problematic areas of ACRPC drafted FLU Map of Leicester.  Julie had hardcopy records of areas zoomed in by satellite map that corresponded to the labeled areas, and which Julie had been emailing to ACRPC for correction on their draft.

Adam Lougee was absent, thus no data updates were provided.

Plan Introduction section has been re-written for review by Diane.  Diane will email soft copies when technology allows.  Diane proposed including overarching goals to the end of section.

St Agnes Roman Catholic Church will be stricken from Community Facilities.  Corrected information will be included about the town shed.

Present individuals agreed that much of the language of the town plan can be summarized using bullet points, increasing its readability.  It was also suggested to consolidate goals in a section to demonstrate the interconnectedness of goals across sections.  Diane will get clarification on requirements by next meeting.

The Stagecoach Inn will be stricken from Historic & Archaeological Resources.  Individuals agreed that the wording of the section should be edited.

Timeline was discussed.  Requirements were discussed.

Julie will talk to Katie; Diane will connect with Jolyon, Mike, & Andrew.
