Leicester Development Review Board
The Leicester Development Review Board will hold a public hearing onTuesday, November 25, 2025, at the Leicester Town Office at 6:00 p.m.to consider the following application:
(22-25 DRB), Application 22-25 DRB of Corey & Jessica Quenneville, 1807 U.S. Rt 7, Leicester, VT 05733, Parcel #020067.1 for a Section 3.7 Waiver of Setback for the construction/installation of a 28’x 45’ Modular Home. This modular home is to replace the old farmhouse that was destroyed by fire. The location of the new home will result in a reduction of the north side setback to 20’ from the parcel north boundary (District standard is 50’ for side setback)
Applications are available for inspection at the Town Clerk’s Office, 44 Schoolhouse Rd., Leicester, VT during regularly scheduled hours.
Participation, either in person or in writing, in this proceeding is a prerequisite to the right to take any subsequent appeal. Any related correspondence should be mailed to Leicester Zoning Administrator, 44 Schoolhouse Road, Leicester, VT 05733.

6:00 P.M. Hearing called to order. Purpose of hearing: consider application 22-25-DRB of Cory & Jessica Quenneville, 1807 US RT-7, Leicester, VT, 05733 [Parcel #020067.1] for Section 3.7 Waiver of Setback for the construction and installation of 28’ x 45’ Modular Home to replace farmhouse destroyed by fire. Location of new home will result in reduction of north-side setback to 20’ from the parcel north boundary. District setback standard is 50’.
Roll call was taken. Present members of the Development Review Board (DRB): Lyndsay D’Avignon, Donna Swinington (Acting Chair), Jay Michael. Present non-members: Cory Quenneville (Applicant), Maverick Quenneville.
Chair read warning. No conflicts of interest. Cory and Maverick were sworn in by Donna.
It was noted that abutting landowners were absent for the hearing.
Cory explained the project. Primary adjoining landowner, B. Cole, has been approached and has no recorded concerns. Applicant has pursued alternate placement options, none of which would allow reuse of current septic placement, thus are financially undesirable. Desired placement distances home from US RT-7 and allows reuse of septic.
Jay asked about the appearance of the new home. Cory assured ranch-style appearance upon completion of project.
Lyndsay asked if this would be a temporary home. New home will be a permanent replacement.
Timeline was discussed. Communication preferences were noted.
6:13 P.M. Cory and Maverick were thanked for their participation and dismissed for deliberative session – Lyndsay motioned, Jay seconded, deliberation began.
Lyndsay D’Avignon motioned to approve permit 22-25-DRB as submitted with no stipulations. Jay Michael seconded.
Vote held by the board: aye unanimous, so approved.
6:25 P.M. Lyndsay motioned to adjourn, Jay seconded, so approved.
