Leicester Planning Commission Meeting Minutes (ammended)
Tuesday, September 30, 2025, 6:03 p.m. Town Office
Present: Members Jay Michael, Donna Swinington (Chair); Diane Benware (Selectboard Chair), Lyndsay D'Avignon (Alternate) (she/her), Jolyon (ACRPC Representative)
Meeting called to order by Chair Donna Swinington, followed by roll call. Introductions were made.
Motion to approve previous minutes by Diane, seconded by Jay, board approved.
Jolyon had prepared two data tables for review while still drafting the Enhanced Energy Plan (EEP). A verbal overview was provided as hardcopies were distributed. It was explained that an EEP has more precise requirements than an energy chapter. Jolyon has been working hard to collect, consolidate, and interpret all of the required data.
The Board will review the tables and make comments for the next meeting.
Leicester is responsible for indicating preferred areas of development to meet state energy goals. Jolyon provided a map for each solar development and wind development. Maps were created using known conservation areas (ie: habitat blocks).
Jolyon presented much to be considered. At this time, no decisions have been made. Jolyon will return to the next meeting to answer questions and accept feedback regarding information provided in tables.
Process for adoption of Town Plan will include formal municipal approval before regional approval. Adoption of EEP will require the same formalities separately from the Town Plan.
Lyndsay is working on merging the Town Plan edits with the Town Plan layout. Content will be available at the next meeting.
Latest draft of FLU Maps will hopefully be available for review at that time.
