Planning Commission Meeting Minutes

Tuesday, July 8, 2025

*Unapproved*

** See subsequent minutes for any changes

Members Present: Diane Benware, Donna Swinington, Jeff McDonough, Jay Michael, Julie Delphia,

Suki Fredericks, Adam Lougee

Call to Order:  Meeting called to order at 6:00 p.m. by Chair.

Roll Call:

Jay brought up that Salisbury is updating their Zoning Bylaws and wondered if we should consider doing the same. After discussion, Adam suggested that we look at their revisions, especially lake and border changes, and then we can decide to update as we wish.

Approval of previous minutes:  Jeff made the motion, Jay the second to approve the minutes, so approved.

Future Land Use Map:

Adam had version 3 for our review. He was prepared to take input from us. We noted several areas, especially farm land that will require a closer look. He requests any updates/changes to him by end of July. We can mark up the big map or send suggested changes via email.

Energy Plan: Jolyon has created a survey to help inform the town about how residents feel/are doing in terms of energy use/reduction. Adam will send a copy to Julie and me. Julie will speak to Jolyon about the possibility of making it into a Googledoc to facilitate information gathering. Suki reminded us to send it to Jeremy Gildrien for his input.

Julie asked about economy data. We will hold off on data driven sections/graphs until the interns have had a chance to conduct the research. July 15 is the expected deadline for them to submit information.

Jay asked about possibility of getting info about the lake (summer) population. Julie can extract some info from the tax bills, but may not provide exact population numbers.

Adam indicated that ACRPC is assisting with the Moosalamoo plan and asked if we had comments. The town is interested in posting, on FPF, survey preferences about recreation opportunities in Moosalamoo.

Julie shared Lyndsay’s thoughts about economy, utilities and recreation.

Going forward:

We will hold off on some sections until we have more data.

According to Adam’s task sheet, transportation section, river corridor, flood resiliency section will both be available Sept 1; we may need to double up meetings at that time to complete the task.

Suki will get more information about farms. We need to include sheep.

We discussed goals and objectives in general. There is a feeling that we do not want to get too wordy and that objectives may not be the best word to describe our aspirations for the future. We should give this further thought.

Remaining sections:  Intro, Community Facilities, Education, andHistorical and Archaeological Resources. We need photos of some of the historical homes/buildings in town for inclusion in the final doc.

Next Meeting MONDAY, July 28, at 6:00 p.m. Note change of day!

Respectfully submitted,

Diane Benware
