Call to Order: Meeting called to order at 6:30 by Chair, followed by the Pledge of Allegiance.
Agenda:
Continue with budget work.
Fire Expense: Plugged in $19,716
Highway: Had left the January 19th meeting without a number under payroll, so we plugged in same number as 2007.
Highway Fund: Under Loans & Transfers on second page, Carol found that the $19,760.00 has to be moved from where it is on the sheet to the Highway Fund.
Deb explained that there is one checkbook, but it’s broken down into the General Fund and the Highway Fund. It’s all in one checkbook. This $19,760.00 was taken out of the General Fund and it should have been taken out of the Highway Fund as it was a highway expense.
Deb explained that under payroll $51,000, on page 9, part of the payroll went to the
FEMA money will come in 2009 when work is completed. In the range from $27,000 - $32,000.

This is the first year that the payment went separately to the school. It has to be budgeted.
The figures under 2008 actual have been checked and double checked by the auditors. The Board has plugged in figures for Receipts:

Due to Kylee’s resignation, figures will be lowered from agreed upon number with Kylee for 2009 Town Clerk and Treasurer.
Motion by Tom and seconded by Bob to budget $7,000 Clerk and $7,000 Treasurer, plus the recording fees. All in favor. So approved.
Board owes Donna Pidgeon back wages for past work $1,800.50 and $450.00 for Deb Miner.
Donna would be willing to help train someone.

Motion by Tom and seconded by Ron for a brief recess to allow Tom to call Kylee and ask if she would reconsider her resignation and if she would remain until March. All in favor. So approved.

Suggestion was made to put a copy of the contract as part of our Selectboard Report so community will see what we are being asked to sign. Diane would like, on behalf of the Board, to contact Bob Kilpeck to see if they would wait for their first payment until after Town Meeting and for the future, not pay the $500 fees until after January 2010 so we know exactly how many there are and could budget for it.
A thought was to put it on the warning to see if the Town would authorize the Selectboard to engage in a contract with the Brandon Fire Department to provide fire protection services for the town as explained in the fire contract that follows the Selectboard Report. This way it would be a conversation on the floor.

Tom made the motion to go into Executive Session to discuss personnel. Seconded by Ken. All in favor. So approved.

Motion by Ron, seconded by Ken, to accept Kylee Rochon’s resignation effective immediately.
Emergency Selectboard meeting scheduled for Saturday, January 24, 2009, at 9:30 a.m.
Diane will advertise for the Town Clerk/Town Treasurer vacancy.
