Meeting called to order by the Chair at 6:30 p.m.
Ron provided members with a copy of the protocol the Middlebury Fire Dept follows for fire and rescue situations.  Chair reported that Mr. Kilpeck responded that the Brandon Fire Dept Prudential Board members do not have an issue with Leicester waiting to pay the total of the $500.00 charges until January 2010, so that we have a known figure to plan on for budget purposes.
ACTION:  Chair will contact Mr. Kilpeck about the "fact sheet" he mentioned for homeowners or auto owners to submit to their respective insurance companies.
Town and highway budget figures were reviewed.  In terms of General Town Expenses, most line items were level funded, with the exception of the nearly $20,000.00 for fire protection and the amount of $102,000.00 for taxes for Otter Valley.  Conversations with state officials make it clear that we will NOT need to raise the entire amount through a separate tax rate for that purpose.  Having noted that, we DO need to include a line item in the town budget for that amount, as the Town Report goes to press before all the figures can be finalized.  It is anticipated that before Town Meeting we will have a more accurate idea of how much is needed and we can adjust the amount needed DOWN to better reflect how much we may need to raise. 
For future meetings, we will plan to spend more time reviewing highway orders and discussing proposed purchases. 
Julie informed the board of her office hours:  Monday and Wednesday from 8:00 a.m. to 11 a.m., Tuesday noon to 4:00 p.m., Thursday noon to 3:00 p.m., other times by appointment.
