Leicester Planning Commission Meeting Wednesday, August 10, 20166:04 P.M.*Unapproved*** See subsequent minutes for any changes Members Present: Peter Fjeld, Jeff McDonough, Bill Shouldice Others Present: Julie Delphia, Diane Benware, Sandra Trombley, Secretary Call to Order/Roll Call: Meeting called to order at 6:04 p.m. by Chair and roll call. Review Agenda: Reviewed agenda. Approval of Minutes of July 12, 2016: Motion by Jeff and second by Bill to approve minutes of July 12, 2016. All in favor. So approved. New Business: None Old Business: Review Draft Zoning Regulations Document: Julie went through the document and reviewed Adam Lougee’s updates and recommendations with the Board. Adam added some language for telecom and solar. Motion by Bill and second by Peter to accept changes and forward to Adam for final review. All in favor. So approved. Julie explained that the next steps are to get the document finalized and approved, write a very specific outlined report that needs to be sent to neighboring towns, Regional Planning and State, have open meeting, approve it and send it along to the Selectboard. They must have an open public meeting; approve it with an implementation date. Diane stated that hopefully by November they would be looking at the recommendation to form the DRB. The DRB is the quasi judicial part and there is a Planning Commission piece. Bill and Peter are willing to serve on the DRB. The Planning Commission needs to have 5 – 7 members. The DRB needs 5 – 7 members; as well. A minimum of 5 active members. Alternates would be helpful. Diane stated that the Boards need to find people to serve. She has a couple residents that have showed some interest in serving. There was some discussion whether a non-resident could serve on the Planning Commission. Julie will ask Adam about whether a non-resident can serve. Public Comment: None Adjourn: Motion by Jeff and second by Peter to adjourn PC meeting at 6:50 p.m. All in favor. So approved.
