Call to Order/Roll Call:  Meeting called to order at 6:35 p.m. by Chair and roll call. 
 
Review Agenda:  Reviewed agenda. 
 
Approval of Minutes of April 26, 2016:
 
Motion by Jeff and second by Bill to approve minutes of April 26, 2016 as written.  All in favor.  So approved.
 
New Business
 
Mary Anne submitted a letter to the Planning Commission.  Mary Anne wanted to consult with the Board about her conversation with Dale Counter and the Board’s earlier decision of the Counter permit application 08-07-ZBA and his second application 18-14-ZBA.  The 2007 application included a request and map showing a sales area facing Route 7 on the right of the driveway.  The 2014 application does not address the sales area and only the area between Route 7 and the new fence be mowed and maintained.
 
In the 2014 application he had to put up a fence and keep the front of it maintained and he was limited to 8 customer cars inside the area, but it didn’t say anything about putting vehicles for sale outside the fence.
 
Dale’s question is whether the approved use of sales still stands as granted in 2007.   He contends that since the 2014 decision didn’t say anything differently, that he could have the sales area outside the fence.
 
The Board didn’t think that was the intention because of the neighbor’s complaints.  The neighbors were ready for a complaint and Dale said he would keep everything behind the fence.  He was to put up a fence and keep it mowed and maintained and he was to submit a planting plan.  If he had the planting plan, there would not be room for car sales.  To date, he has not submitted a planting plan that was one of the conditions of his permit.
 
The Board reaffirmed that their consensus was that all business was going to be taken inside the fence and now that Dale has brought this to the Board’s attention, the Board noted that he has not followed with his planting regulation and the Board would like to see a planting plan; combined with the condition that the area must be mowed and maintained between Route 7 and fence prior to any other action being taken. 
 
The Board feels that if cars and other items are put outside the fence, the neighbors will be back before the Board with complaints.
 
The Board will give Mary Anne a letter of their decision.
 
Old Business: 
 
Reviewing Zoning Regulations:
 
Adam Lougee of ACRP was introduced to everyone.   Adam came to go over his recommended changes to the regulations and to answer questions.
 
Adam went through the draft of the zoning revisions and talked about his recommendations and why with the Board.  There were areas that needed further review or clarification.
 
Bill would like to have Peter involved in the discussion of splitting L1 & L2.  Sandy will email or call Peter to see if he can attend a meeting scheduled for August 8th or 10th.  Adam will send a revised draft to Julie the first week in August.
