Zoning Board of Adjustment Meeting

Members Present:  Peter Fjeld, Chair, Donna Swinington, Jeff McDonough

Others Present:  Andrew & Donna Hutchison, Sandra Trombley, Secretary
 
Call to Order/Roll Call:  Meeting called to order at 6:03 p.m. by Chair and roll call. 
 
Review Agenda:  Reviewed agenda. 
 
Approval of Minutes of August 10, 2016:
 
Motion by Jeff and second by Donna to approve minutes of August 10, 2016.  All in favor.  So approved.
 
New Business: 
 
Permit application #19-16-ZBA for a change of use permit and permit for a small addition of an entryway for landowner Andrew & Donna Hutchison, Parcel # 020025 in Zoning District RAC.
 
Chair read the warning and explained procedures.  There were no other conflicts of interest on the Board.  No interested parties other than owners.  Andrew & Donna Hutchison were sworn in.
 
Andrew explained that the application is for an industry specific hardware store.  The company that they represent also sells containers and specialty glass to other businesses such as bee keepers and wineries.  There is no manufacturing.   They want to add a 10’ x 12’ entryway on the back side of building and convert bay #4 to a loading dock.
 
Donna stated that they will have some syrup there for their local customers, but it’s not the focus for now. 
 
The Board reviewed the documents; letter from Hutchinson to Zoning Administrator, copy of email to Rick Oberkirch from Hutchison, copy of email from Rick Oberkirch in regard to the Wastewater Permit #WW-9-0229.  The permits run with the land and do not expire.  No further permitting is required.  Change in the use of the structure such as increasing the number of employees to >20, will require a permit.
 
Andrew stated that the State of Vermont, Fire Safety inspection went well.  There were some very minor things.
 
There were no other questions from the Board. 
Motion by Jeff and second by Donna to approve the Conditional Use permit as presented with no restrictions.  All in favor.  So approved.

Motion by Jeff and second by Donna to adjourn ZBA meeting at 6:15 p.m. and go into PC meeting.  All in favor.  So approved.
