Selectboard Meeting Minutes

Members Present:  Diane Benware, Ron Fiske, Bob Oliver, Tom Barker, Ken Young

 

Others Present:   Julie Delphia, Arlan Pidgeon, Cecile Todd, Tim Johnson, Jay Michael, Allen Wilson, Sandra Trombley, Secretary

 

Call to Order:  Meeting called to order at 6:30 p.m. by Chair, followed by the Pledge of Allegiance. 

 

Agenda Review:  Agenda reviewed.  

 

Fern Lake/Lake Dunmore Association Request:

 

Jay Michael, Treasurer of the Fern Lake/Lake Dunmore Association presented a letter of request to Julie for our 2010 budget of $7,225 and came to briefly explain the increase to the Selectboard.  Allen Wilson, Manager of the Milfoil Program came to give an update on the Milfoil Control Project and how it ties back to the increased dollars.  They presented graphs and charts.

 

They are seeing tremendous growth of milfoil in Fern Lake and Lake Dunmore.  They increased their crew from 4 to 6.5.  The State has cut their funding substantially to just over 50%.  They presented comparisons to other lakes in Vermont.

 

Jay explained that they have tried to help by doing fund raisers to help funding.  Jay also explained he would like to retain the 1/3 relationship of $7,225, but understands budget constraints.  Last year 1/3 was $2,322.  He explained the tax consequences; as well as declining property values the milfoil problem would create.  A decline in lake property values will yield a tax increase for everyone.

 

The Board recommended the Association  include something in the Town Report.

Diane put forth a drafted Selectboard Report, looking for edits, suggestions for improvements by Wednesday morning.

Salisbury has a petition out to have an article requesting $300 for a Feral Cat Program.

Chair asked the ZBA & PC for numbers but had not received them.  Julie will provide actual numbers.

The Board may break down budget further for advertising and postage.

Listing:

 

Tim presented information from the State to the Board of duties/responsibilities of the listers.  He also submitted a proposal for budget purposes.  There was discussion about the budget.

Tim stated there was a preapproved State list of appraisers in Vermont.  He had sent out emails.

 

Selectboard:

 

Auditors made recommendations for an increase to $675 per board members and $975 for chair.  The Selectboard were all in agreement that they would not put an increase in the budget.  They agree to level fund.
