Selectboard Meeting Minutes

Members Present:  Diane Benware, Ron Fiske, Tom Barker, Bob Oliver, Ken Young

 

Others Present:   Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary

 

Call to Order:  Meeting called to order at 6:30 p.m. by Chair, followed by the Pledge of Allegiance. 

 

Review of Agenda:  Agenda reviewed. 

 

Approval of Minutes of September 20, 2010:

 

Motion by Tom to approve minutes of September 20, 2010 as written. Second by Ken.  All in favor.  So approved.

 

Review/Authorize Payment of Bills:  Bills making their rounds for signatures. 

 

Reports from Town Officials, Committees:

 

Town Clerk/Treasurer:

 

Julie has 2011 renewal application for VLCT for insurance.  They have added a few new things.  They want us to list all computers, printers, office equipment, property out in the open, trees, shrubs, cemeteries, lawn, etc.  Julie will call them for clarification.

 

Julie reported that reappraisers would like keys to the Town Office; two now and two later.  Julie shared her concerns about people in the office that are not officers of the Town. 

 

Motion by Tom not to issue keys in excess of two and have Julie type a key protocol particular to the reappraisal to be signed when keys are issued.  Second by Ron.  All in favor.  So approved.

 

Delinquents are at a little over $42,000 and they are 1/3 of the way collecting taxes.  Office will be open from 9:00 – 2:00 on Friday, October 15th.

 

 

 

Road Foreman:

 

Arlan reported that the sand pile is done and they did some grading on Saturday.  Tomorrow they will work on Jerusalem Road. 

 

No one got back about the grader.

 

Cemetery Committee:    Tom reported that they will meet Thursday night.

 

Listers:

 

Diane reported for Kate that cards have been mailed out and that the reappraisal is about to start on Dewey Road, Bullock Road and Jerusalem Road.

 

Zoning:

 

Diane reported for Kate that Joe Gosselin purchased 44 acres on Lake Dunmore Road and is logging behind Todd’s, Flint’s and Brigg’s.  Concerns have been raised from adjoining property owners.

 

Listers’ Errors and Omissions:

 

The Selectboard signed a Listers’ Errors & Omissions Certificate for the George & Judy Fisher property.

 

NEW BUSINESS:

 

NEMRIC is requesting Board signatures so that data can be sent through the internet to be used for escrow tax purposes.  Board signed.

 

Diane read information about non-attendance policy.

 

Agency of Natural Resources sent a copy of a letter in regard to the Vermont Railroad Bridge #229 about stream bank stabilization work to repair and rehabilitate the bridge.

 

Gordon Walsh received a permit with the Department of Environmental Conservation to replace a timber wall.

 

Lake Dunmore/Fern Lake Association is applying for a grant for $11,350 to help educate people at water accesses about milfoil.  The Board Chair signed paperwork on behalf of the Board.

 

Sheriff’s Department Coverage:

 

Discussion about hours of operation of Sheriff patrols.

Action:  Diane will inquire how much a traffic study will cost and what’s involved.    The Board would like particulars on 17 tickets issued in September.

 

Other:

 

Tom and Julie strongly encourage any town official to attend a course on Conflict of Interest.

 

Motion by Tom to authorize Julie contact VLCT and ask them to come and do a Conflict of Interest Workshop here at the Town Office.  Second by Diane.  All in favor.  So approved.
