Selectboard Meeting Minutes

Members Present:  Diane Benware, Ron Fiske, Bob Oliver, Tom Barker, Ken Young

 

Others Present:   Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary

 

Call to Order:  Meeting called to order at 6:29 p.m. by Chair, followed by the Pledge of Allegiance. 

 

Agenda Review:  Agenda reviewed.  

 

Approve Minutes of Jan. 11, 18, 25, 27, 2010

 

Tom made a motion to approve minutes with a correction of IT person Mike Fort to Mike Forte in January 25, 2010 minutes.  Second by Ron.  All in favor.  So approved.

 

Review and Sign Orders for Bill Payment:

 

Bills making their rounds for signatures.

 

Reports from Town Officials & Committees:

 

Town Clerk:

 

Julie reported the delinquents were $86,000 and change; however, five or six payments came in today.  She has four dog licenses for this year.  The dog ordinance did get into the Town Report.

 

Tom was called by Butch Brown yesterday about a very thin hound on Rte. 7.  Butch tried to get hold of Brian Webb, but couldn’t.  Tom recommended he call one of the constables.

 

Julie reported the Town Report was at the printers and she was waiting for the proof copy to come back.

 

Julie will call the Board of Civil Authority meeting Monday, February 15, 2010 at 6:00 p.m. prior to the next Selectboard Meeting.

 

Road Foreman:

 

Worked on some rough spots and washed out areas.

 

Diane will work on paving grant when she knows what we need.  She needs to know the distance so she can work on the grant.

 

Arlan mentioned the culvert on the Bullock Road.  The road may need to be built up and a bigger culvert put in or a series of smaller culverts.  Fern Lake Road could use a bigger and longer culvert.  Shackett Road between the farm and Bucky’s house needs a culvert.

 

Arlan talked with Don Keeler and he said the Town would be getting money for the next few months due to the court being so far behind.

 

Weight Permit:

 

Arlan stated it was o.k.  Went to Bob for his signature.

 

New Business:

 

Recommendations from ZBA:

 

Diane typed the proposed changes to the zoning fees to be effective March 1, 2010.  The basic permit application fee would remain at $75.  The variance application fee would be $150 plus the cost of mailings and newspaper ad.  Appeals to the Zoning Board $100.  After the fact; when construction is noted and no application preceded the work, the person responsible will pay double the original fee that would have been incurred.

 

Discussion about zoning fees.  We may want to re-think this a little more.  What if the person built a house too close to the road and they didn’t get the regular application for $75 to begin with, plus they needed a variance $150 and they didn’t get that either, do you double both the variance and the application fee?  You are violating two different things.

 

The Selectboard thinks these questions should go back to the ZBA for further discussion and they will postpone approving or adopting their recommendation tonight until their next meeting. 

 

The Board would like the ZBA to clarify what costs there would be if someone violated two different things.  Would we be doubling the basic fee, plus variance fee? 

 

Gravel Hauling:

 

Tom feels that anything that happens with this gravel hauling should go through Brandon, not Leicester.  Brandon projects are getting sent through Leicester.  Tractor trailers will destroy the roads.

It’s also a safety issue.  The pits pay their taxes to Brandon.

 

Due to weight restriction and safety concerns the Board would recommend not approving road permits.

 

Leicester could require a performance bond that they leave the roads the same way as when they began the project.

 

Arlan will talk with the contractor and see what they have to say.

 

Diane reported that the Addison County Humane Society provided their contract for their animal holding facility of $500.

 

Tom made a motion to approve the Option 2 and authorize the Treasurer to pay ACHS $500.  Second by Ken.  All in favor.  So approved.

 

Old Business:

 

Final Details for Ancient Roads Meeting:

 

There was discussion about this subject.  February 10th is the deadline.  We get to pick and choose now.

 

If any landowner on the road in question does not have public road access, it will be retained as a Class 4 road on our Town map. 

 

These are documented roads based on Town records.  They have not been surveyed.  We’re not changing anything. 

 

Retaining public access to property that is not already on a public road.

 

Ron has recommended a list of roads to discontinue.

 

They will refer to the road by number and not by name.

 

Motion by Tom to adjourn at 7:50 p.m.  Second by Ken.  All in favor.  So approved.
