Selectboard Meeting Minutes

Members Present:  Diane Benware, Ron Fiske, Tom Barker, Bob Oliver, Ken Young

 

Others Present:   Julie Delphia, Arlan Pidgeon, Kate Briggs, Sandra Trombley, Secretary

 

Call to Order:  Meeting called to order at 6:30 p.m. by Chair, followed by the Pledge of Allegiance. 

 

Sheriff Department Coverage:

 

Mark Stacey arrived.  Chair moved this agenda item up on the agenda so he would not have to wait.   Mark has been put in charge of Leicester.  He came to see what questions or concerns the board had or what the board would like to see more or less of in the future. 

 

Problem areas were discussed; as well as posted speed limits and scheduling of patrols. 

 

Discussion of where a traffic study was needed.  The Board felt that they should study Leicester Junction, Leicester/Whiting Road flats to four corners, Fern Lake Road, Town Shed east to Shackett/Delorm Roads, Lake Dunmore Road.

 

Sixteen hours a week patrols is adequate at this time.

 

Action:  Chair will compose document with this information to Sheriff’s Department.

 

Review of Agenda:  Agenda reviewed. 

 

Approval of Minutes of October 4, 2010:

 

Motion by Tom to approve minutes of October 4, 2010 as written. Second by Ron.  All in favor.  So approved.

 

Review/Authorize Payment of Bills:  Bills making their rounds for signatures. 

 

Reports from Town Officials, Committees:

 

Zoning Administrator:

Kate discussed a potential zoning issue.  Zoning is going well and ahead on fees. 

 

Kate reported for Listers.  Cecile would like any Selectboard members, if possible, to come on Thursday around 10:00 a.m. to meet re-appraisers.

 

Kate explained that the Listers are very thinly staffed and an inexperienced group.  Availability is a problem.  Kate recommends that the Selectboard start thinking about persons to appoint and the skills they need.

 

Town Clerk/Treasurer:

 

Julie reported $162,000 in delinquent taxes, not counting old delinquents of $42,000 which totals around $204,000 in delinquents.

 

Because Leicester is a gold town, the State is looking for us to send about $125,000.  They want half in December and recalculate for June.  Julie gave Beth the list of delinquents today. 

 

Julie’s getting ready for the November 2nd general election.

 

BCA meeting Monday, October 25th at 6:30 p.m.

 

Road Foreman:

 

Arlan reported that they graded Delorm and Ferson Road.  Hauled gravel.  He hopes to get to the culvert up above this week.  Discussion on setting the blade on grader for smoother grading. 

 

Town grader is parked.

 

Lorenzo Quesnel asked about culvert on Ferson Road.  Arlan will do digging if Lorenzo buys 30’ culvert and all stone.

 

Stop sign by Pioneer Auto needed replacing.   AOT replaced it.

 

Cemetery Committee:    Tom reported that he and Audrey met.

Deliberative Session:  Planning for the future:

 

Deliberative Session began at 8:15 p.m. and ended at 8:42 p.m. with no action taken.  Motion to adjourn at 8:42 p.m. by Tom.  Second by Ken.  All in favor.  So approved.
