Selectboard Meeting Minutes

Members Present:  Diane Benware, Ron Fiske, Tom Barker, Ken Young

 

Absent:  Bob Oliver

 

Others Present:   Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary

 

Call to Order:  Meeting called to order at 6:30 p.m. by Chair, followed by the Pledge of Allegiance. 

 

Review of Agenda:  Agenda reviewed. 

 

Approval of Minutes of October 18, 2010:

 

Motion by Tom to approve minutes of October 18, 2010 with the following corrections:

·         next Selectboard meeting should read “Monday, November 1“ and not Tuesday, November 1 .

·         clarification under Road Foreman’s report that the culvert up above; should read “up above the Town shed”.

Second by Ron.  All in favor.  So approved.

 

Review/Authorize Payment of Bills:  Bills making their rounds for signatures. 

 

Selectboard reviewed letter from Sally and Allen Fitzpatrick.  No action taken.

 

Reports from Town Officials, Committees:

 

Town Clerk/Treasurer:

 

Julie reported $144,000 in delinquent taxes, totaling $163,000 with interest and penalties.

 

Payments to the schools are in the bills.

 

Julie asked if there was a specific day that the board would like the Conflict of Interest Training.  The board would like Julie to ask how much the training costs and if it could be done in early December or perhaps early April after elections.  Julie will find out more information.

 

Julie received nearly 60 requests for absentee ballots.

 

Selectboard will help Julie set up for tomorrow’s election after tonight’s meeting.

 

Road Foreman:

 

Arlan reported that they completed the culvert up above the Town shed.  They fixed sign on Wheeler Road.  They added onto the culvert by Jane Fjeld’s house.  More grading was done.

 

Tom asked Arlan if he was aware of the mess near the double culverts that were put in on Rte. 53.  There was further discussion.   Arlan thinks Mr. Livingston will do alright with the property.

 

They have been grading with the grader.  They have not received the bill from Windmill Equipment.

 

Arlan would like to get more gravel for the dirt roads. 

 

Motion by Ken to authorize Arlan to spend $4,000 on gravel out of the allocation for salt.  Second by Tom.  All in favor.

 

Zoning Administrator:  No Report

 

Lister Report:  No Report

 

Cemetery Committee:    No report

 

NEW BUSINESS: 

 

Planning for 250th celebration:

 

Next October will be the 250th anniversary of the chartering of the Town of Leicester.

 

Julie mentioned that Salisbury was doing something and the Fern Lake/Lake Dunmore Association is interested in being part of a celebration.  They need to be kept in the loop.

 

Diane mentioned that the Historical Society will be talking about it at their annual meeting next week.  She also reported about what was done in the past on the green and at school.

Tom asked out an update on the steps.  Diane will follow up.

Motion by Tom to adjourn at 7:10 p.m.  Second by Ron.  All in favor.  So approved.
