BCA Grievance Hearing Meeting Minutes:
Meeting called to order 6:21pm.
Board Present: Julie Delphia, Diane Beware, Diane Randall, John Rouse, Brad Lawes, Hilary Hatch, Cheryl Morrison
Others Present: Lisa Truchon – Nemrc, Mike Gecha, Dolores Gecha, Kristen Lee, Cory Quenneville, Jessica Quenneville.
The Board reviewed the BCA Hearing Process.
HEARING – KRISTEN LEE
Lisa Truchon, Kristen Lee, Mike Gecha, and Dolores Gecha were sworn in. Brad Lawes recused himself for conflict of interest.
Property: Parcel 060017, 1416 US Route 7, Assessment $333,500.
Mike Gecha expressed shock at the increase from $175K to $333K. It is a 30 year old modular home.
Lisa Truchon explained that properties went up 90-100% across town during the reappraisal.
Property is 1568 ft2 on 0.67 acres.
Property owners expressed concern regarding noise and condition of concrete basement due to truck traffic on Route 7. Lisa Truchon explained that they were given a 0.8 grade.
Lisa Truchon explained that water and sewer assessment of $25K applied to all owners with working water and sewer.
Diane Randall asked about comp prices listed. Lisa Truchon explained they were 2026.
Mike Gecha asked about how the assessment affected the tax burden. Lisa explained how the tax rates were set.

HEARING – CORY & JESSICA QUENNEVILLE
Lisa Truchon, Cory Quenneville, and Jessica Quenneville were sworn in. Diane Randall, Brad Lawes, and John Rouse recused themselves for conflict of interest.
Property: Parcel 020025, 2124 US Route 7, Assessment $595,900 [Listed under Lillian Quenneville Trust].
Lisa Truchon clarified that the assessment had been corrected to $595,900 based on the subdivision survey acreage correction.
Cory & Jessica Quenneville submitted two appraisals and a purchase and sale agreement. The first appraisal (private) was from October 2025 for $476,000 for home with 34 acres. The second appraisal (bank) was from April 2026 for $475,000 for home with 18.8 acres.
Lisa Truchon explained that the second appraisal did not include the subdivided lot.
Cory Quenneville questioned the assessment of the basement and the determination of ‘finished’. He explained that there were cement walls with partitions. He stated the roof leaks and he received a quote of $68K to fix it. He questioned the comps used in Lisa Truchon’s evaluation.
Lisa Truchon explained that the comps were in Leicester vs. out of town comps on the appraisals. She stated that the home was listed as Average and discussed with Cory Quenneville the difference between home grades.

BCA Meeting Minutes:
Present: Julie Delphia, Diane Benware, Diane Randall, Brad Lawes, John Rouse, Hilary Hatch, Cheryl Morrison
Call to Order 7:24pm
The board reviewed and discussed a list of voters added.
Voting will be held August 11, 2026 10am – 7pm at the Town Office. Julie will be the Presiding Officer.
The board designated Hilary and Diane Randall to deliver absentee ballots to ill or disabled voters as needed.
Cheryl moved and Diane Beware seconded the motion to allow Julie to appoint election officials and assistant election officials on behalf of the BCA. Passed unanimously.
John moved and Diane Randall seconded the motion to adjourn.
Meeting adjourned at 7:30pm.
