TOWN OF LEICESTER BOARD OF ABATEMENT HEARINGS

 

The Board of Abatement for the Town of Leicester will be meeting on the following dates and times in the Leicester Town Office.

APPLICANTS SHOULD APPEAR AND BE READY TO PRESENT THEIR EVIDENCE AT THE DATE AND TIME SET FORTH BELOW. IF AN APPLICANT (OR REPRESENTATIVE OF THE APPLICANT) FAILS TO APPEAR AT THE HEARING, THE ABATEMENT REQUEST WILL BE DECIDED ON THE BASIS OF THE INFORMATION SUBMITTED IN THE ABATEMENT REQUEST FORM.

Others Present: Beth Ripley, Cory Quenneville, Gary Reichert, Sarah Williams

Meeting Called to order at 6:45pm. 

The Board was given their oath, and the Rules of Procedure were reviewed.

 

Hearing (06:50pm): Cory & Jessica Quenneville, 2124 US Route 7, Leicester VT, 05733

 

Property: Residential, 1759 US Route 7, Parcel: TBD

Cory Quenneville & Beth Ripley were given their oath.

 

Diane Randall recused for conflict of interest due to family relationship.

 

Abatement Request: Cory Quenneville in attendance

·         Taxes upon real or personal property lost or destroyed during the tax year. 24 VSA 1535(a)(5).

·         The farmhouse on the property burnt on 8/15/25.

·         The farmhouse was a total loss.

·         Cory stated they would be rebuilding with an estimated completion date of February 2026.

Motion by HH, second by CM to go into deliberative session at 6:55pm.

Abatement Request: Written Statement

·         Taxes of persons who are unable to pay their taxes, interest, and/or collection fees. 24 VSA 1535(a)(3).

·         MR acknowledges that the payment was late.

·         MR explained how the federal shutdown delayed a payment that was intended for payment of taxes.

·         MR indicated that the federal payment was delayed from October to 11/20/25.

·         MR indicated that the tax payment was made to the Town immediately upon the federal payment receipt.

·         MR indicated that the penalty and interest is a significant burden.

·         MR submitted financial information (confidential) for review.

·         MR requests abatement of the penalty and interest totaling $419.59.

Gary Reichert & Sarah Williams were given their oath.

 

Abatement Request: Gary Reichert & Sarah Williams attended.

·         Taxes of persons who are unable to pay their taxes, interest, and/or collection fees. 24 VSA 1535(a)(3).

·         Property is owned by Gary Reichert and Ronald Reichert (uncle).

·         GR & SW explained that they had spoken to RR in August and were told he was on track to pay his portion of the taxes.

·         GR paid his half of the taxes on time.

·         GR was shocked to receive a delinquent notice because RR did not pay his portion.

·         GR has been unable to contact RR.

·         GR was laid off and does not have the funds to pay RR’s share.

·         GR submitted financial information (confidential) for review.

·         RR lives in Delaware.

·         Total request for abatement $2943.
