Town of LeicesterSelectboard Meeting MinutesMonday July 6, 2015*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Tom Barker, Ron Fiske Members Absent: Ken Young, Brad Lawes Others Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Approval of June 15, 2015 minutes: Motion by Ron and second by Tom to table minutes of June 15, 2015 until next meeting of July 20, 2015. All in favor. So approved. Reports from Town Officials, Committees: Town Clerk/Treasurer: Julie asked for clarification in connection with an access permit for a resident on Hooker Road for a parking area. The Board confirmed he requires an access permit. Arlan needs to be involved as part of the permit process. Julie will let him know. Julie reported they are down a couple more thousand on delinquents. She hasn’t heard anything more about a tax sale. Diane will contact Beth Ripley about delinquents. Julie has been getting a lot of calls on the new recycling law. Residents are confused and Julie has been trying to clarify things with people. Julie reminded the Board that they need to have all the recycling blue totes placed in Senior Center and in brick building. The grand list has been lodged and Julie just received the education rates. They need to set the tax rate at the next meeting, July 20th. Julie mentioned the correspondence that came from the Nature Conservatory of Vermont on culvert assessments of geomorphic compatibility and aquatic organism passage. Julie will forward this to Brian Sanderson, AOT. Diane reported a tree hanging over the telephone line on Old Jerusalem Road. Diane will call Fairpoint. Road Foreman: Arlan came later and reported that they have been hauling sand and chloride and they have done some grading. Listers: Health Officer: Diane is working with DCF and a family. Cemetery Committee: Tom mentioned there needs to be further discussion on the $5,000. Tom asked the Board for some money to get some more headstones cleaned. Tom contacted Don Durkee. Motion by Ron and second by Diane to authorize Don Durkee to clean headstones for a sum not to exceed $2,000. All in favor. So approved. Weight Permits: None Review/Authorization to pay bills: Motion by Tom and second by Ron to approve the bills. All in favor. So approved. CORRESPONDENCE: Julie received an email correspondence from a resident on a civil matter regarding four wheeler violations of his property. Julie responded and apparently there were apologies made between the neighbors. There is a Tier II Rivers & Road Training Workshop. Julie signed up Arlan, Scott and Steve for a Triax Geogrid workshop. NEW BUSINESS: Late Filer Penalty: Julie recommends that the Board continue to waive the late filer penalty. Motion by Tom and second by Ron to waive the late homestead filer penalty. All in favor. So approved. Listers – No appeal 2014 Grand List: Selectboard signed the Certificate of No Appeals or Suits Pending for 2014 Grand List. OLD BUSINESS: Update on Zoning UDO: Julie provided everyone with a draft copy for perusal prior to next Tuesday, July 14th meeting. The meeting will be warned as a joint meeting of the PC and Selectboard. Julie’s vision is that the meeting will focus only on the areas highlighted in yellow; and any other items that come up will be tabled for another meeting. Diane mentioned that in the coming weeks the original committee should go over the Hazard Mitigation Plan.
