Call to Order: Meeting called to order at 6:30 p.m. by Chair.
 
Review of Agenda:

                             Letter from Jim Carroll
 
Approval of Minutes of January 19, 2015:
 
Motion by Tom and second by Brad to approve minutes of January 19, 2015 as written. All in favor. So approved.
 
Review/Authorization to Pay Bills:
 
Motion by Brad and second by Ron to authorize Treasurer to pay the bills. All in favor. So approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan did not have much to report. They have been plowing. The shed is almost full of salt.
 
Arlan mentioned a problem at Pioneer Auto with them plowing snow into the road. The snow from their parking lot is being plowed into the town right of way. Arlan will try to talk with them first, before a letter is sent.
 
Planning Commission:
 
Diane reported that Jim Carroll would not be able to be at the February 10th meeting to talk about DRB’s. Diane will contact Peter about whether to hold the meeting.
 
Tim Boutin found that we already have a landscape/slope map in our town plan. He does not recommend an overlay for the flood plain.
 
 
 
 
Weight Permits:
 
There were weight permits for Newport Sand & Gravel, G. Stone Commercial, and J. P. Carrara & Sons for Arlan’s review. Brad signed.
 
CORRESPONDENCE:
 
Recycling Laws:
 
Terry Kuczynski from Solid Waste sent Diane a list of grants that are available for Municipalities to deal with the changes in the recycling law. The facilities deadline for collecting leaf and yard waste is July 1, 2015. There is some grant money for purchasing a tote or bin. By July 1, 2017 we must have something to collect food scraps.
 
Letter from Jim Carroll:
 
Notice of rate increase. As of 4/1/2015 to have the four main lawyers, the cost is $190 hour and the paralegal is $90 an hour.
 
Letter from Scott MacFarland:
 
A letter from Scott MacFarland from Gov Deals.com who currently helps with disposition of surplus assets from government agencies.
 
The Board does not think he needs to stop by.
 
Letter from Morrisville Town Clerk:
 
Diane read a letter from the Town Clerk of Morrisville, Vermont. Snelling Center for Government is developing a new leadership program called the Early Childhood Leadership Institute. Fee is $200 for six months.

Liquor License:
 
The Board signed the liquor license; selling malt and vinous beverages, for Champlain Beverage at 1620 US Route 7.
