Selectboard Meeting Minutes
Monday, January 20, 2020

Members Present: Diane Benware, John Rouse, Brad Lawes, Tom Barker, Ron Fiske
 
Others Present:  Julie Delphia, Arlan Pidgeon, Richard Brunet, Sandra Trombley, Secretary
 
Call to Order:  Meeting called to order at 6:30 p.m. by Chair.  
 
Pledge of Allegiance:
 
Review of Agenda:   Put Mr. Brunet for Senior Center Exterior Work at beginning of meeting.
 
Senior Center Exterior Work:
 
Richard Brunet was present to provide a breakdown of the proposed work he was asked to provide for the senior center/white building.
 
Diane gave a disclosure that she has been a long time historical society member and secretary of the historical society, and she is prepared to recuse herself from the conversation, if someone objects because they feel there is a conflict of interest.  The Board did not feel the need for Diane to recuse herself and she should participate in the conversation.
 
Diane made all the introductions of the Board and others to Mr. Brunet.
 
Mr. Brunet explained that his proposal includes the following:
 
  •       Side the building with 4” white vinyl
  •       Leveling board over all clapboards
  •       Build all new window casings and wrap with coil stock
  •       Cover the soffit fascia on back of building
  •       Install storm windows
  •       Fix anything rotten that is found @ $50 per hour
 
Mr. Brunet stated that the Board will need to get an electrician and gas company to meet with him to go over what needs to be done; as he is not certified in these two areas.  They are not going to touch the entry way.
 
Mr. Brunet stated he can start any time after March.  He would need half down the day they start and balance due upon completion.  Two weeks from start to finish.
 
Mr. Brunet stated they would follow all state lead laws; if applicable.
 
Motion by Tom and second by John to proceed with Mr. Brunet’s proposal of $28,084 with half down to start and balance due upon completion.  Further repairs beyond $2,000 of unforeseen damage due to rotting, will require Board approval.  All in favor.  So, approved.
 
 
 
 
 
Approval of January 6, 2020 minutes:
 
Motion by Brad, second by Tom, to approve minutes of January 6, 2020, as written.  All in favor.  So, approved.
 
Review/Authorization to Pay Bills:
 
Motion by John, second by Tom, authorizing Julie to pay the bills.  All in favor.  So, approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan stated they liked the new loader.  He stated the sand and salt is in good supply.
 
Town Clerk/Treasurer:
 
Julie reported she has been busy trying to get everything ready for the budget, town report, and elections that are coming.
 
The Board signed the Leicester Town Warning for the Town Report.
 
Julie shared her concerns about the plowing of the school and town office yard.  She will talk with the school about her concerns.
 
Julie reported that the new computers are here.
 
Town Meeting is Monday, March 2nd @ 7:00 p.m.
 
The Board acknowledged the nice work Julie has done on the Town Report.
 
Tom was concerned with the total amount of the delinquent taxes.  There was Board discussion on the amount of delinquent taxes, which seems to be an ongoing issue, and there was further discussion on how to handle them in the future.
 
Julie reminded them of other options that were discussed.  Julie will do some research.
