Town of LeicesterSelectboard Informational Meeting MinutesMonday, March 6, 2023*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Brad Lawes, John Rouse, Tom Barker, Diane Randall Others Present: Julie Delphia, Cheryl Morrison, Donna Swinington, Jane VonTrapp, Tom Goelz, Richard Reed, Arlan Pidgeon, Kate Williams, Andrew Singer, Lauren Haydon, James Sherman, Lynne Peck, Amy Quenneville, Gerald Quenneville, Marcy Cram, Matthew Cram, Debbie Wing, Lorynda Fish, Chree Perkins, Ben Francoeur, Guy Merolle, Jorge Ferrabone, Elizabeth Martens, Jay Michael, Angelo Lynn, Lesley Wright, Sophia Hughes The meeting was called to order at 6:30 p.m. followed by the pledge of allegiance. The Selectboard asked Richard Reed, Town Moderator, to facilitate the meeting. Richard read the warning and opened the meeting up to questions. Upon hearing none, Diane Beware, Selectboard Chair, thanked the Auditors, Road Crew, and Town Clerk & Treasurer for their work for the Town. She indicated that there were opening for alternates for the DRB and Planning Commission and that the Board is looking for representation on the Maple Broadband Board. Diane relayed that the Town is updating their Hazard Mitigation Plan and there was a survey in the vestibule from ACRPC that people could participate in. Concerns about what is being transported on the trains was discussed. Diane and Julie encouraged participation in Green Up and reminded everyone that dogs need to be registered by April 1, 2023. A discussion on Article 5 was had by Lauren (Elise) Haydon, Lynne Peck, Debbie Wing, Lesley Wright, Angelo Lynn, Amy Quenneville, Guy Merolle, and Kate Williams. Voters expressed their support or opposition to adulticide spraying, personal experience with spraying and mosquitos, spraying routes and frequency, and larvicide options. Brad Lawes spoke on behalf of OCW and shared information as to the cost of larvicide spraying, wetland acres in the district, the requests for adulticide spraying from the various towns, State oversight and restrictions regarding adulticide and larvicide, and the new director in charge of mosquito control at the State. Diane Beware offered Representative Peter Conlin’s number to anyone who wanted to contact him regarding state funding or oversight on mosquito control. The meeting was adjourned at 8:08pm.
