2025 LEICESTER TOWN MEETING & INFORMATIONAL HEARING MINUTES

The legal voters of the Town of Leicester, Vermont met at the Leicester Meeting House in said Town on Monday, March 3, 2025, at 7:00 pm to transact the following business from the floor:

 The electorate allowed House Representative Peter Conlin to address the electorate.  He discussed the Budget Adjustment Act, the House Education Committee, and Health Care costs.

 

Article 1:  To hear the auditor’s report.  Motion by Connie Carrol to accept the Auditors Report.  Second by Carol Reed.  Passed by voice vote.

 

Article 2:  Shall the voters of the Town of Leicester vote to approve a sum of $825,215.68 to defray the necessary expenses and liabilities of the town for the ensuing year, divided as follows:

 

General Town Expenses

$ 349,400.68

Amount to be raised by taxes: $ 300,579.78

Highway Expenses

$ 475,815.00

Amount to be raised by taxes: $ 340,400.71

 

Note: The Selectboard will set the tax rate at a later date.

 

Motion by Carol Reed to accept Article 2.  Second by Hannah Sessions.

Lesley Bienvenue asked if anyone knew anything about the Brandon Library offering rides to the polls.  Noone did. She shared her protest to the Brandon Library allocation.

Motion by Lesley Bienvenue to reduce the budget by $2,500 slated for the Brandon Library.  No second.  Motion failed.

Motion to accept Article 2 passed by voice vote.

LEICESTER TOWN MEETING INFORMATIONAL HEARING

 

The legal voters of the Town of Leicester, Vermont met at the Leicester Meeting House in said Town on Monday, March 3, 2025, at THE CONCLUSION OF TOWN MEETING (FLOOR VOTE) to discuss items to be voted by Australian Ballot on March 4, 2025.

 

  1.     Discussion of articles to be voted by Australian ballot.

 

 

Article 1:  To elect Town Officers for the ensuing year

A Moderator for a one (1) year term

A Selectboard Member for a three (3) year term                                                                                               

A Selectboard Member for a two (2) year term

An Auditor for a three (3) year term    

A Delinquent Tax Collector for a one (1) year term

 

Article 2: Shall the Town of Leicester vote to appropriate $1,000 for the support of Whiting Community Food Shelf (serving Leicester and Addison Country) for the purpose of supporting its continuing mission to serve individuals and families with food insecurity?

 Diane Benware read a report on the Whiting Food Shelf.

 Article 3: Shall the Town of Leicester adopt all budget articles by Australian ballot pursuant to 17 V.S.A. § 2680(c)(1) beginning 2026?

 Members of the electorate asked about the article.  Diane Benware and Julie Delphia explained that if passed the budget would be on Australian ballot beginning 2026.  Several voters expressed their desire to keep the budget on the floor.  Diane Benware explained that it was on the ballot due to concerns over the $25,000 addition to the budget at the previous Town Meeting.

  2.    To do any further business that is proper to be done when met.

 Diane Benware thanked Town Officials.  She explained the MERP grant which will be used for the Brick Building.  She explained the mini MERP and the Energy Navigator Program. She also let people know about the Town Plan Update Survey.
