Special Selectboard Meeting
January 9, 2006

Meeting called to order at 7:00 p.m. by the Chair.  Flag salute was recited.

Business:  Kim Schroeder volunteered to act as Animal Abuse Officer, on an interim basis, until a more permanent replacement can be found.  If there are animal concerns, one can call the Humane Society or Kim.  John made the motion, second by Bob, to name Kim Schroeder the town Animal Abuse Officer on an interim basis.  Motion passed unanimously.
Kim stated he would let the Selectboard know about issues as they arise and to seek our advice as needed.

John raised the issue of school use of the Senior Center.  In 1998, a vote by the taxpayers gave the school permission to use the space for pre-schoolers.  Accordingly, Don questioned the need of the school getting "permission" for students to use the space for math class.  The Chair indicated that, on one hand the school didn't need permission, since the voters approved it several years ago.  However, on the other hand, because it is being used for a different purpose, and to maintain good relations/ communication, the Chair felt it was best for all concerned that Don relay the points raised at last week's meeting and return to us with School Board feedback.

4) a review will be made in June.

Vermont Sun
The Chair received a phone call from Jerod.  Mark also received a phone call.  Chair explained that Jerod indicated that it is almost impossible for Vt Sun to cancel/move the races because a good deal of advertising has already been done, particularly for the late Aug, event.  He said that our denying permission for the races puts Lt Noble in an awkward position.  He added that they were willing to limit the number of racers for the last event and to increase the number of "monitors.  He also added that they would like to talk about "doing something for the town".  Chair indicated she had asked legal counsel to look into the legality of our motion to deny permission to run the races.   John spoke as a Road Commissioner; saying that he felt the races posed major inconvenience and hazard to the community.  Board members have heard from individuals on the road who are quite adamant about their distress over the races and how they are treated by some of the racers.  Bob made the motion, second by Ceil, that we should uphold the previous motion to deny permission for the races. 
Next steps are:  Chair to speak with legal counsel,
Contact Jerod, contact Jack Beasley, Chair of Selectboard in Salisbury to how they feel about this situation. 

Errors And Omission issue:
Kenneth Lussier of Stovepipe Ave. will be refunded $117.01, due to Lister Error, as .70 acres were purchased, not 14.  Approval signed by Selectboard.

Don Felion left a petition signed by about 40 individuals, calling for $10,000 for "finishing" the parking lot.  (paving)  It was unclear whether he was leaving it with the Selectboard, in the hopes that it would become part of the town budget.  Chair to contact him to suggest that it be entered as a separate article as part of the School Meeting for Town Meeting.  

The members of the public left and the Board then began deliberations about the budget for 2006.  A draft of the Selectboard Report was read.  

A motion was made by John, second by Bob, to recess the meeting until Sat., Jan. 14 at 9:30 a.m.

Meeting recessed at 10:10 p.m.
