SPECIAL SELECTBOARD MEETING

Present: R. Oliver, K. Young, T. Barker, R. Fiske, D. Benware (recorder)
Others: A. Pidgeon, C. Charbonneau, J. Delphia
Meeting called to order at 5:05 p.m. by the Chair.
Discussion followed about how to best address the failure of the culvert
on Old
Jerusalem Road, south of Morrison's, the object of the grant written by
Donna
and Arlan.
It was agreed that the road would be widened to the east, not straightened.
It was further agreed that fill would be used to shore up a dam, on both
sides of the road,
to hold back the water while work is going on.
Figures from the original grant request were compared to the
preliminary list Arlan and Chuckie worked out today. The original grant
request was for $50,000, including paving, town to pay 10%
of the costs. A subsequent request was made and an additional $10,000 was
secured for the project, town still pays 10% of the costs.
The most recent figures show a cost of $52,000, not including paving
costs.
Discussion followed about the need for the project, paving included, to
come in
at or below $60,000.
Arlan is to contact Chris Brunelle, of ANR, to let him know what we are
doing, before too much work gets done.
Arlan is to remove trees on the east side of the road, possibly some on
the west.
The Chair is to write a letter to Morrison and Heudorfer families,
explaining what is planned and to make sure
they have no objections. Steve Morrison will be working for the town, at
a rate of $15.00 per hour.
He needs to come in and fill out paperwork.
Chuck Charbonneau will be working as an independent contractor
and will also need to fill out paperwork and show proof of liability
insurance. Chuckie will be the contractor providing the
concrete work, for a sum not to exceed $20,600. Any other work he does
will be as a town employee.
Ron made the motion, Ken the second, authorizing Julie to transfer funds
from the Highway Fund to the General Fund for costs
related to the Old Jerusalem Road culvert project (labor, materials,
equipment rental). Motion passed unanimously.
The Brandon Fire Dept, BARS, and the Sheriff's Dept will need to be
notified before the day the road will be closed
to install the new culvert and concrete headwalls.
Motion to adjourn made by Ron, second by Ken at 6:26 p.m. Motion passed
and meeting was adjourned.
