Town of LeicesterSelectboard Meeting MinutesMonday, October 7, 2024*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Diane Randall, Brad Lawes, Tom Barker, John Rouse Others Present: Julie Delphia, Arlan Pidgeon, Robbie Devoid, Lesley Bienvenve, Sandra Trombley Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Approval of September 16, 2024, minutes: Motion by Tom and second by Brad to approve minutes of September 16, 2024, as written. 4 Yes, 1 Abstention (Diane R). So, approved. Review/Authorization to Pay Bills: Motion by Tom and second by John authorizing Julie to pay the bills. So, approved. Reports from Town Officials, Committees: Road Foreman: Arlan did not have anything to report. Town Clerk/Treasurer: Tom mentioned for items to talk about would be a car that’s been parked down at the cemetery and a camper on Rte. 7, Salisbury Flats. Julie reported that she had called the Sheriff about the camper. The Sheriff had an officer go down and they told him that they had been living at the campground until they were all closing for the season. They bought the camper from Brandon RV, and they left it in the pull off because they have nowhere to put it. The Officer told them that each day the camper is there they risk the AOT taking it and scrapping it. Tom asked if anyone had seen the older mustang parked down in the cemetery. Diane R. mentioned there has been an uptick in homelessness. There is another area with a camper.Julie reported that Leicester’s zoning laws prohibits people from living in campers. Diane mentioned that Julie might want to contact Keith and inform him he has the Selectboard’s support to act on the matter. Diane reported that they had a very thorough and effective cleaning of the Meeting House. Diane thanked everyone that participated and commented that it was a great job. Julie reported that Maple Broadband has asked for a 911 address. She’s not sure where to give the 911 from. She needs some clarification where they are legally entering the property. She will need to contact 911 and ask them what to do. Julie mentioned that there will be a BCA meeting on October 21, 2024. There is a request from Rutland Northeast asking for a letter of support for a Federal Digital Equity Competitive Grant which is crucial for highspeed internet for students and community members. Board wants to invite Superintendent Sanchez to a Selectboard meeting to explain the grant and answer questions about the grant before the Selectboard can write a letter of support. Julie explained that at her voter training they had training on suspicious packages. The Secretary of State is concerned that towns may get suspicious packages that may contain narcotics, so they are sending every Town Clerk, Narcan. Julie stated that ballots have been mailed out and they are coming in. Julie stated to please bring your ballot in with you if you come in person to vote because they did not send her many. Julie is still trying to sort out things for the $5,000 Grant. She is still waiting for a quote to upgrade a computer. She’s looking through options for security. She talked with Homeland Security. It will pay for the Sheriff. She mentioned a scanner for land records. Ballot bags and cameras, cables and extenders, vacuum. They talked about upgrading the chairs. She’s thinking about investing some money in finding a separate fireproof safe because the vault is getting so full and they’re running out of room. Brad mentioned that a gun safe would not meet the standard for security and fire protection. Tom mentioned researching to find a used safe. Julie will use no more than $1,500 for some of the things she needs and leave $3,500 to use toward a fireproof safe. Tom will research on the internet. Animal Control Officer: Rob has had some dog stuff. Rob talked with the insurance agent about the accident situation and gave his synopsis. Rob finally got a hold of the owners of the dogs at Redgate and wrote a ticket. Immediately the next day the dogs got out again. He told the lady if the dogs got out again, he was coming back to write more tickets. Rob visited between nine and eleven residences from Redgate down to Fernville with unlicensed dogs. Rob went over to Barb Bridgman’s. She was ok, but her son was very aggressive. He is fairly certain he is going to write a ticket. Rob has received lots of calls about loose dogs. He has asked them to get photos of the dogs if they can. This will help him. Rob has warned everyone from Redgate to Fernville. Weight Permits: None CORRESPONDENCE:
