Town of LeicesterSelectboard Meeting MinutesMonday, March 1, 2021*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Brad Lawes, Tom Barker, Ron Fiske, John RouseOthers Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary Call to Order: Called meeting to order at 6:30 p.m. Pledge of Allegiance: Review of Agenda: Approval of February 15, 2021 Minutes: Motion by Tom, second by Brad to approve minutes of February 15, 2021 as written. 3 Yes and 2 abstentions from Ron & John. So, approved. Review/Authorization to Pay Bills: Motion by John, second by Tom to approve bills. All in favor. So, approved. Reports from Town Officials, Committees: Road Foreman: Arlan did not have anything to report. Brad mentioned the trees on Mountain View are coming out in the road more and will come down on the power lines. Arlan will contact GMP. Town Clerk/Treasurer: Julie provided the correspondence from Vermont Department of Taxes Property Valuation Review (PVR) form for changes made to property value. Recommendations were reviewed and changes made. Diane signed on behalf of the Board accepting results. Julie wanted to talk about the snow on the roof. She stated that every time it snows it sits up there and then comes down all at once. After the big storm, there was about two feet that came down and luckily Donald Scarborough was there and plowed it all out for her. Every time it snows, Julie parks her car sideways, parallel to the building instead of perpendicular to the building. Last storm that turned icy, they had ice curls that came down. Diane asked about the snow guards. John has them on his place and he stated in his experience, snow backs up and all comes off all at once. He’s been knocking icicles down with the shovel. He feels the snow guards holds it up and when it comes down, it all comes. Tom recommended Julie call the road crew to come and remove whatever comes down. Julie thinks it should at least be roof raked over the entrance of the doorway. Arlan stated that they will take care of it. Julie is getting ready for elections. She has about 170 returned ballots. She is not sure how many will come in person tomorrow. Brad and Ron will pick up the ballots. Julie submitted the application for the Milfoil Grant. Josh Quinn is the new person for LDFLA doing the grant writing. Motion by Tom, and second by John to briefly recess until after the Informational Meeting. All in favor. So, approved. Weight Permits: Arlan signed the weight permits. CORRESPONDENCE: Diane reviewed all the correspondence with the Board.
