Selectboard Meeting Minutes
Monday, February 20, 2023

Members Present: Diane Benware, Brad Lawes, John Rouse, Tom Barker
 
Members Absent:  Diane Randall
 
Others Present:  Julie Delphia, Arlan Pidgeon, Sheriffs Robert Wesley and Mike Elmore, Sandra Trombley
 
Call to Order:  Meeting called to order at 6:30 p.m. by Chair.

Review of Agenda 
 
Approval of February 6 & 13, 2023 Minutes:
 
Motion by Tom and second by John to approve minutes of February 6 & 13, 2023 as written.  All in favor. So, approved. 
 
Review/Authorization to Pay Bills:
 
Motion by John and second by Tom authorizing Julie to pay the bills; except the Viking invoice.  All in favor.  So, approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
The Viking Chives invoice was questioned.  The Board would like to get an invoice with a breakdown.  They felt there is a big difference between stainless steel and regular steel prices.
 
Tom felt they should hold the invoice until they receive a breakdown of items on the invoice.
 
Board agreed to hold the invoice until they receive a breakdown of separate items on the invoice.
 
John asked about the fuel surcharge and how much longer they would be paying it.  Arlan said he hadn’t ordered any fuel and he was running it out of his tank.  He just put an order in today.  Arlan stated that it will probably be the last of the fuel surcharge because prices have gone down.  
 
Arlan reported he hauled gravel from Carrara because no one else had any.
 
Arlan stated that sand and salt supply was good.
 
Diane gave the dry hydrant paperwork to Arlan.
 
 
Town Clerk/Treasurer:
 
Julie reported that the whole building has shifted and ants have been coming in.  
 
Tom will look into putting some grout that expands in the crack.
 
Julie provided documents to be signed for the Annual Financial Plan, Road and Bridge Standards and Independent Contract forms. 
 
Documents signed by the Board.
 
Weight Permit:  2 weight permit signed.
 
CORRESPONDENCE:
 
Diane reviewed correspondence and passed the packet around.

OLD BUSINESS:
 
Addison County Sheriff:
 
Sargent Mike Elmore and Deputy Bob Wesley came to introduce themselves and see if there was anything they could be doing for the town and discuss possibly having a contract again.  
 
Introductions were made.  
 
Brad asked if they had rates, proposals or programs.
 
Mr. Elmore stated that right now their rate is $39.00 per hour plus mileage.  They are fully staffed and can take on what the town might want.  They are doing more highway safety on Rte.7 through a contract with the State.  
 
Brad shared concerns about past patrols and stops.  Most activity is in the summer around the lake.  His thought was evenings and weekends.
 
Diane shared concerns about our last requests that didn’t turn out to be what they had wanted.
 
Mr. Elmore said they can fit whatever the Board would like them to do with some flexibility.
 
Julie reported their last contract was twenty hours per week.   
 
Julie asked if they could enforce Town Ordinances.  Mr. Elmore said they could.
 
Brad asked if they had forms or contracts.  Mr. Elmore will have their secretary send over copies of what their boiler plate contracts look like.
 
Board thanked the Sheriffs for coming.
 
NEW BUSINESS:
 
Diane reported that Thursday evening she and Brad, Donna Swinington and Andrew are supposed to be meeting to go over results of the survey from the hazard identification and erosion, hail, and invasive species.
 
Preparing for Town Meeting Info:
 
Informational meeting on Monday, March 6th at 7:00 p.m.
 
Julie stated that the steps plus the ramp need to be cleared and lock for the bathroom.  They will need a sign in sheet.
 
They are voting by Australian Ballot on March 7th.
 
Julie received a call from the Addison Independent and they asked about a particular article.  She did not comment as it is a petitioned article.  Voters will vote as written.
 
Brad reported they met with the new man from Montpelier in charge of mosquitos last Thursday night.  He was in charge of the whole state of Florida mosquito districts.  He was very helpful and came across very positive, knowledgeable and gave great information.  There are going to be more regulations and restrictions that need future clarification.
 
Executive Session: Possible Legal Matter:
 
Motion by Tom and second by John to go into Executive Session to discuss possible legal matter at 7:39p.m.  All in favor.  So, approved.
 
Motion by Tom and second by John to come out of Executive Session at 8:29 p.m.  All in favor.  So, approved.  No action taken.
