Selectboard Meeting Minutes

Members Present: Diane Randall, Tom Barker, John Rouse

Call to Order:  Meeting called to order at 6:30 p.m. by Chair.

Review of Agenda:  
 
Approval of May 6, 2024, minutes:
 
Motion by John and second by Diane R. to approve minutes of May 6, 2024, as written.   So, approved. 
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by John. authorizing Julie to pay the bills.   So, approved.
 
Reports from Town Officials, Committees:
 
Town Clerk/Treasurer:
 
Julie reported that she met with the bank and was wondering if the Board had any objection to her putting some of the reserved funds that they won’t be using for a while into a 9-month CD.
 
Board agreed to put some into a CD.
 
Julie reported the school re-vote will likely be sometime in June; but not sure.  There is a meeting tomorrow night.
 
Road Foreman:
 
Arlan stated he talked with the lady from the State, and she said it was ok to start ditching work.  They did some ditching and grading on Cram Road today.  
 
Animal Control Officer:
 
Rob reported there was a dog bite at the Country Village Campground.  The owner of the dog was from Texas; just passing through.  The dog was on a leash, vaccinated, licensed.  He gave the dog owner information to the victim and closed the case.  It was just an unfortunate situation.
 
Rob reported he had an anonymous tip of several horses on Delorm Road that are being kept out of sight and severely neglected.  He will be looking into this situation.
 
Weight Permits:
 
One weight permit was reviewed by Arlan and signed.

OLD BUSINESS:
 
Local Hazard Mitigation Plan (LHMP):
 
Diane called in and shared that after the last meeting, she took all their comments to Andrew, and he incorporated them into the document.  It looks complete except for a few typos and name omission.  There was a comment about the Town Hall being a local warming shelter, which is not compatible for that building.  It must go to FEMA and VT Emergency Management.  Perhaps the school can become a shelter.  Generator would be needed.
 
Three Board Members signed the signature page 81.  This is good for five years.
 
Diane B., by phone, will let Andrew know it has been signed. 
 
MERP Funds:
 
In the bills is the $3,500 check for the agreement.  The other $500 to go later.  
 
Julie reported we have been granted our big MERP grant in near future.  
 
 
NEW BUSINESS:
 
Mini-MERP:
 
Julie reported that the first meeting of the Mini MERP Group for the Navigator Program will be Wednesday in Middlebury.
 
Cory Naylor Complaint:
 
Cory Naylor came to voice his concerns about speeders going by his house at high rates of speed.  He wants the Lower Bullock Road to be treated as a Class IV Road at 25 mph.  This road invites trouble.  Drug dealing, trash, speeders, parties.  They race by his house doing 60 mph.  There are ATV’s, dirt bikes, side x sides, SUV’s, regular vehicles.  80% of this is after 4:00 p.m.  Things have gotten out of hand.  
 
Cory said he has approached some of the drug dealers and told them to move their party.  There are walkers, kids and bikers on this road, and it has become dangerous.  He asked if there could be signs and speed bumps put up and Sheriff patrol or his own vehicle. 
 
Cory stated it’s not only the punks speeding on the road but other citizens; as well.  They do not adhere to stop signs or speed limits.  He shared he’s at the end of his rope and very irritated.
 
Cory shared some stories of incidents that have happened when approaching speeders. 
 
Board is concerned about the town’s liability of putting in speed bumps or having Cory leave his vehicle in the road.
 
Julie reminded everyone about insurance and the town’s liability and what options to consider.
 
Cory stated that Middlebury put in speed bumps in Buttolph Acres.  
 
The Board will ask the Sheriff Department to come to the June 3rd meeting to discuss possible solutions.
 
Diane R. and Tom thanked Cory for coming and talking with them.  They can’t resolve things if they don’t know about them.  Tom would like to have a full board for our next meeting to discuss this.
 
Executive Session:
 
Motion by Tom and second by John to go into Executive Session at 7:20 p.m.  for possible legal matter.  All in favor. So, approved.
 
Motion by Tom and second by John to come out of Executive Session at 7:51 p.m. with no action taken.  All in favor.  So, approved. 
 
Motion by John, second by Tom to adjourn at 7:51 p.m.
 
Next meeting Monday, June 3, 2024.
