Selectboard Meeting Minutes
Monday, February 1, 2021

Members Present:  Diane Benware, Brad Lawes, Tom Barker, Ron Fiske, John Rouse

Call to OrderCalled meeting to order at 6:30 p.m.

Review of Agenda:  
 
Approval of January 18, 2021 Minutes:
 
Motion by Tom, second by John to approve minutes of January 18, 2021 as written.  All in favor.  So, approved. 
 
Review/Authorization to Pay Bills:
 
Motion by Brad, second by John to approve bills.  All in favor.  So, approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan had nothing to report.  Preparing for the snow storm coming.
 
Town Clerk/Treasurer:
 
Julie reported on the water situation with the school and town buildings.  They are yet to figure out why the acid numbers are too high and how to figure it out.  It will be at least a year before it is sorted out.  The school is bringing in bottled water.   
 
There was an email about whether they were going to have Cannabis on the ballot.  She received information back from VLCT and the Legislation goes into effect in 2022.  Towns can put it as a line item whether they will allow retail sale of Cannabis.  It is too late to petition for this year’s warning.
 
John explained the town will get 20% of the tax revenue collected if you put it on your ballot, but if you don’t put in on the ballot, you won’t be eligible for the 20%.
 
Board approved it for next year’s ballot.
 
Absentee Voting:
 
Julie reported the school decided to send out ballots; therefore, forcing towns to send out ballots.  The school called and stated they were subbing out stuffing their ballots and after discussion they offered to stuff the town’s ballots with theirs.  The school is going to get reimbursed postage by the State.
Motion by John and second by Tom to mail ballots for all active voters prior to Town Meeting.  All in favor.  So, approved.
 
Weight Permits:
 
Two weight permits were approved.
 
CORRESPONDENCE:
 
Diane reviewed all the correspondence.
 
Julie stated there were Grants for Scholarships for Trainings, safety things; such as, security systems, OSHA training and highway equipment.  It’s a rolling grant, first come, first serve.  Julie will email this information to the Board for their review.
 
The other Grant is the Highway Grant FY2022.  
 
The Highway Mileage Form was signed by the Board.
 
Road posting signs are needed.  Julie will let him know how many tomorrow.
 
Board will do same procedure as they did last year for posting roads. 
 
Board authorized Julie to let the contact know that Leicester is opting out of Mutual Aid Agreement.
 
Diane asked if anyone received the post card from the Sheriff’s Department.  She received one and brought it to share.  No one had received one.
 
MRGP Issuance:
 
The State has officially approved Leicester’s Municipal Roads General Permit.  June 1, 2021, they will have to submit an annual fee of $1,350.
 
OLD BUSINESS:
 
Planning for Town Meeting:
 
The Town Report will be mailed out February 15th.  The Town Report gives all the information voters need.
 
Julie will also put the Warning and Informational Meeting on Front Porch Forum and Leicester’s news on the web-site.
