Call to Order:  Meeting called to order at 6:30 p.m. by Chair.
 
Pledge of Allegiance:
 
Review of Agenda Added Listers Error & Omissions Form and Redo Tax Rate
 
Approval of August 7, 2023, Minutes:
 
Motion by Brad and second by Tom to approve minutes of August 7, 2023, as written.  All in favor.  So, approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by Diane R. authorizing Julie to pay the bills.  All in favor.  So, approved.
 
Reports from Town Officials, Committees:
 
Town Clerk/Treasurer:
 
Julie had a question about the speed sign not working.  
 
Tom stated he had some questions too.  The solar panel is not keeping it charged.  John thinks the battery is dead in it. It hasn’t had enough sun where it is currently located.  The other speed sign is working fine.
 
Julie will get together with John.
 
Julie had a question about the roadside mowing; and all the extra grass left in the road.  
 
Tom explained how the process works.  Tom said there wasn’t much you could do considering the wet, thick, heavy grass.
 
Jeremy Gildrien came in to meet with Julie about the MERP application.  Julie needs the Board to give her all their requests for each building so she can come up with a paragraph for each building for the application.
 
Julie reminded everyone about the fire contract.  Perhaps it can be put on the agenda for the next meeting.
 
Julie reported kids sliding down the sand piles at the Town Shed.  She stopped and told them to stop sliding on the sand pile and they ran away from her to the trailer across the street.
 
Julie needs to have a BCA meeting at 6:20 p.m. on September 11, 2023.
 
Julie explained that there was a duplication on the grand list, therefore there is a Lister Error & Omissions Statement for the Board to sign, and this caused her to have to make a minor change to the tax rate, so a tax rate change form needs to be signed.
 
Listers Error & Omissions statement was signed by the Board.
 
Tax Rate was changed to 1.8513 Homestead Rate and 2.0857 Non-Residential Rate.  Signed by the Board.
 
OLD BUSINESS:
 
Revisit Enforcement of Junk Ordinance:
 
Brenda Hansen introduced herself and explained she lives on Shackett Road.  She explained that she has had rats before due to garbage at a next-door neighbor’s residence at 653 Shackett Road.  She stated that the health officer has come over a couple times; and they had taken care of a wagon full of garbage, but there are still bags of garbage. She doesn’t want rats again.  It is very expensive to get rid of them.  She would like to see something done.
 
Lesley Bienvenue explained that she had problems where she lives in years past and she got the police and game warden involved.  It took years to get resolved.  She stated she didn’t know there was a Junk Ordinance, and that the town would be a resource to come to.
 
Diane B. explained that recently the town signed a contract with the Sheriff’s Department to help enforce their Junk Ordinance.  In the past the town has looked for voluntary compliance, but that doesn’t seem to be working in some cases.  Now that the Sheriff’s Department is helping, the town is hopeful things will move along faster.  Diane explained the procedure of giving the violator a certified 30-day notice letter before the Sheriff begins ticketing for non-compliance and then it’s handled by the Judicial Bureau.  In the interim the Sheriff’s Department will go visit and let them know what they need to do.

Motion by Brad and second by Tom to go into Executive Session at 6:54 p.m. for possible legal matter.
 
Motion by Tom and second by Diane R. to come out of Executive Session at 7:37. 
 
Motion by Brad and second by Tom to send notice of violation of the Junk Ordinance to violator.  All in favor.  So, approved.
 
Motion by Tom to adjourn at 7:38 p.m.  All in favor.  So, approved.
