Selectboard Meeting Minutes

Review of Agenda
 
Approval of March 7 & March 17, 2016 minutes:
 
Motion by Tom and second by Ron to approve minutes of March 7 & March 17, 2016 as written. All in favor.  So approved.
 
Reports from Town Officials, Committees:
 
Listers:
 
Jeff shared his concerns about communication with the listers office when there is a change that affects them all.  He agreed with the Board’s decision.
 
Road Foreman:
 
Arlan reported they hauled some gravel and did some grading.
 
Diane brought up that Mr. Oliver mentioned the frost heave in front of his house.  Tom informed that the signs have been put out.
 
Tom reported that the bushes around the stop sign coming up from Leicester Junction by Roger Scarborough’s.  The bushes have surrounded the stop sign.  You can no longer see the sign.  It needs to be trimmed back.
 
Town Clerk/Treasurer:
 
Julie reported that delinquents are at $102,500.
 
Julie mentioned the notice from Vermont Animal Control Association about training for animal control officers and membership to the Association in Randolph, Sunday, April 24th from 10:00 – 2:00.  Julie will contact John to see if he is interested in attending.  Selectboard will pay 4 hours at training and mileage.
 
Julie brought the Board up-to-date with web-site requests.  Board approved to add the link, public health core.org.

Best Management Practice Training Road & Ditches, April 22nd, Brandon, Town Hall
VMHA Equipment Show, Barre, May 11th
NRRA – Not Easy Being Green, May 16 – 17

Motion by Tom and second by Brad to approve bills.  All in favor.  So approved.
 
Weight Permits:
 
All weight permits were approved; except one from Kennedy Excavating that was missing information and incomplete.
 
Julie will call them.
 
Health Officer:
 
Diane has materials to test water at Oliver’s and Fjeld’s.  The water smells and tastes funny.  Brad believes it is sulphur.  A water softener will get rid of the hardness and most of the smell.  He has the same problem.
 
CORRESPONDENCE:   
 
Survey for Census Bureau:
 
This survey is voluntary and Board decided not to do the census.
 
Addison County Solid Waste Representation:
 
Motion by Tom and second by Ken to re-appoint Richard Reed as their Addison County Solid Waste Representative.  All in favor.  So approved.
 
Chair completed the re-appointment form for Richard Reed and Diane Benware as alternate. 
 
Humane Society Contract:
 
Motion by Tom and second by Brad to select Option 2 and authorize Treasurer to pay the $550.  All in favor.  So approved.
 
NEW BUSINESS:
 
Highway and Structures Grants:
 
Arlan is looking to do paving on Fern Lake Road; about 10,660 feet.  Arlan will talk to Gary for a price on shim and overlay.  Tom is willing to help fill out the paperwork on-line.  There needs to be clear definitions.
