Town of LeicesterSelectboard Meeting MinutesMonday, December 19, 2016*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Tom Barker, Ron Fiske, John Rouse, Brad Lawes Others Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Fire Contract added. Approval of December 5, 2016 minutes: Motion by Tom and second by John to approve minutes of December 5, 2016 as written. 3 in favor. 1 abstention. So approved. Review/Authorization to Pay Bills: Motion by Brad and second by Tom to approve bills. All in favor. So approved. Reports from Town Officials, Committees: Town Clerk/Treasurer: Julie reported that delinquents are just shy of $130,000. Julie reported that the audit is going well and hoping that they will be done by year end. The Lake Dunmore Fern Lake Association grant is coming along. Julie stated that she will not have the funds before the end of the year. Julie reported that a person backed in and ran into the side of the Town Office. A piece of siding will need to be replaced. The fix will be made in the spring. The Board extends an offer to the school to print their report in with the Town again this year; as long as they pay for their portion. Motion by Tom and second by John to allow Treasurer to pay the remaining December bills and transfer funds as needed. All in favor. So approved. Road Foreman: Arlan reported they did their normal plowing, salt and sand. Arlan stated that he needs to get some cutting edges before year end. Brad will contact Dave Crane about the proposal for the new furnace for the Town Shed. The quote is needed for this year’s budget. There was discussion about the Town Shed roof. There was a quote for putting insulation on top of current roof and adding a standing seam roof for $13,407 which did not include labor of $12,180, but they recommended using a local person for labor. Diane reported that she attended the December 7th workshop about energy plans for towns. It is a detailed, complex endeavor. There were two major things; it helps you to more closely meet the comprehensive energy plan where the entire state is supposed to reduce its reliance on fossil fuels by 90% by 2050, also when someone wants to put a large solar array in, it gives the town more say. Cemetery Committee: Health Officer: Weight Permits: CORRESPONDENCE: Message from P. Conlon: Diane reported that Peter Conlon is our new representative in the legislature. Peter would like to meet with the Selectboard and Road Foreman. Diane will invite him to the next meeting on Tuesday, January 3rd. NEW BUSINESS: Preliminary 2017 Budget Review: Julie provided the Board with a preliminary budget review. Julie mentioned that they needed to add in the audit, furnace for the town shed and the bill from Regional Planning for the zoning regulations. Julie quickly went through the line items with discussion about allocating funds for building repairs. Motion by Tom and second by Ron to pay Selectboard secretary. All in favor. So approved. The next meeting is Tuesday, January 3, 2017. Julie’s goal is to have the budget 95% done by January 3rd. The warning needs to be finalized on January 16th. Two items to be thinking about are the First Constable position and moving property tax due date. Motion by Tom and second by John to change the due date for taxes to November 15th. All in favor. So approved. OLD BUSINESS: Senior Center Maintenance: Ron will be doing a little bit of cosmetic work at the Senior Center. Fire Contract: Board signed the four year, $44,000 agreement with the Brandon Fire Department for fire coverage. Diane mentioned that they are making the transition to a DRB. Diane mentioned it would be good to have a couple alternates. The public meeting is December 27th.
