Selectboard Meeting Minutes

Members Absent:  Mark Stacey
 
Others Present:  Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary
 
Call to OrderMeeting called to order at 6:30 p.m. by Chair.
 
Pledge of Allegiance:
 
Review of Agenda:  Added the paving grant, Tom Telling commitment letter, Otter Creek.
 
Approval of August 15, 2016 minutes:
 
Motion by Brad and second by Tom to approve minutes of August 15, 2016 as written.
All in favor.  So approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by Brad to approve bills.  All in favor.  So approved.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan reported that the paving was done.
 
Tom mentioned that a speed limit sign was knocked down past Mike Rakowitz’s residence.
 
Cemetery Committee:

Town Clerk/Treasurer:
 
Julie reported the paving grant forms that need to be completed and signed to get the grant money of $183,714.30.  The Board signed.
 
Julie reported that she will have all the signatures and breakdowns to send to VLCT for Workers Comp.
 
Julie reported she has been having some issues with her computer.  The IT Consultant said her computer is over five years old and was aging out and should be replaced.  Julie recommended using funds from the Clerk Training Software line.
 
The IT person quoted it, and the quote for a new computer which includes all the installation and the Microsoft Office Suite is $1,205.
 
Motion by Ron and second by Brad to authorize Julie to use funds to purchase a new computer; coming from the Clerk Training Software line.  All in favor.  So approved.
 
Julie reported that Tom Telling’s commitment letter needs a Board signature and a Management signature.
 
There is a huge list of things Julie needs to prep for them.
 
Mr. Oliver talked with Diane about the dead wood in Otter Creek.  Julie talked with David Atherton.  He gave Julie a name of someone that will come and look at it and assess the situation.
 
No action taken at this time.
 
Weight Permits:
 
Approved permit for Riggs Distiller, Jacksonville, Vermont.
 
CORRESPONDENCE:  
 
Diane reported that John Chandler, US Army retired and wife used to summer in this area.  Mrs. Chandler passed away recently and has left an unknown amount of money for the Leicester Historical Society.
 
Diane reported receiving a letter from Vermont Sun who indicates they are preparing for their 2017 events.
 
Diane sends a letter each year indicating the Town’s concerns.
 
VTrans is funding statewide parcel data mapping to meet State standards.  There is a presentation September 14th @ 7:30 p.m. at ACRP.  They will begin July 2017.  Diane and Ron will bring back more information.
 
Diane’s term for Town Health Officer expires at the end of the month.  Chair signed and will continue her term.
 
NEW BUSINESS:
 
Diane reported that about two weeks ago there was a cat incident where an unneutered cat was attacking another cat.  Diane called the Animal Control Officer about the incident.  Julie gave some history on the incident.
 
Diane reported there was a feral cat on Jenna Lane.  Diane authorized the Animal Control Officer to take the cat to the vet to euthanize; as it was very ill. 
 
OLD BUSINESS:
 
Tom reminded Diane about contacting delinquent tax collector.
 
BUILDING NEEDS:
 
Julie reported that she has heard no further information about the chimney at the white building.  She will research to see if she can get someone else to look at it.
 
HIGHWAY CONCERNS/NEEDS:
 
Town Shed: 
 
Brad will look at the town shed project and he may have a couple men that can work on the project.
