Town of LeicesterSelectboard Meeting MinutesTuesday, September 19, 2016*Unapproved*** See subsequent minutes for any changes Members Present: Diane Benware, Tom Barker, Brad Lawes, Ron Fiske Members Absent: Mark Stacey Others Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary Call to Order: Meeting called to order at 6:30 p.m. by Chair. Pledge of Allegiance: Review of Agenda: Approval of September 6, 2016 minutes: Motion by Brad and second by Tom to approve minutes of September 6, 2016 as written. All in favor. So approved. Review/Authorization to Pay Bills: Motion by Tom and second by Ron to approve bills. All in favor. So approved. Reports from Town Officials, Committees: Town Clerk/Treasurer: Julie reported that tax bills went out and money is coming in. Brad asked about payments to BLSG. Julie will be able to pay BLSG at October 3rd Selectboard meeting. Brad reported BLSG is purchasing product for 2017 with this year’s budget dollars due to labor and materials expense being way down due to a non-mosquito year. BLSG will be discussing ideas at their next meeting to possibly come up with a new equitable formula for billing towns based on historical data. Road Foreman: Arlan reported that they hauled gravel and graded, the chloride truck broke the rear axle andSteve picked up the load of roofing shingles that was dumped on Bullock Road and took the shingles to the transfer station. Cemetery Committee: Health Officer: Weight Permits: CORRESPONDENCE: There was a request to put a link on the web-site. No action taken. There was a flyer for civic leaders on caring for your town’s forested resource. Training: Rivers & Roads Workshop, October 4th in Rutland and October 18 in Wilmington. Diane received a message from Mark Stacey that he was resigning citing personal reasons. The board will need to consider his replacement. Diane mentioned that as we move toward the DRB model, we will need to help find participants. NEW BUSINESS: OLD BUSINESS: Diane talked with Beth about delinquent taxes. There will be a sizeable payment coming in the next 30 days and substantial payments will be made. BUILDING NEEDS: HIGHWAY CONCERNS/NEEDS: Town Shed: Brad and Arlan will be inspecting the shed tomorrow. LIMITED PUBLIC OPINION: EXECUTIVE SESSION: Motion by Diane and second by Tom to go into Executive Session at 6:52 p.m. to discuss personnel. Motion by Brad and second by Ron to come out of Executive Session at 7:00 p.m. with no action taken.
