Town of Leicester Planning Commission Meeting Tuesday, September 24, 2013*Unapproved* ** See subsequent minutes for any changes Members Present: Donna Swinington, Chair, Peter Fjeld, Jeff McDonough, Sue Stroud-Speyers Members Absent: William Shouldice Others Present: Ron Fiske, Michael Shackett, Michael Magoon, Kate Briggs, ZA, Sandra Trombley, Secretary Meeting called to order at 7:00 p.m. with roll call. 37-13-PC Zoning Permit for Subdivision of property at 289 Shackett Road, Michael R. Shackett Landowner, Parcel #030032.b, Applicant: Michael Magoon. Warning had been read. Donna disclosed that Brad Ramsey is her son-in-law, but she had no idea that he worked on Mike’s subdivision. Sue disclosed that she is an abutting neighbor. All were sworn in. Donna read the statement of proposed land development prepared by Michael Shackett. Michael Magoon presented the Boundary Plat showing subdivision of land. State permit amendments are underway. All the utilities service the house underground. There is already a screen on part of the frontage on the lot where vegetation is growing. Motion by Sue and seconded by Jeff to accept the subdivision. All in favor. So approved. Kate asked Mike Magoon about overlays on slopes. Mike stated that the town of Milton did away with slopes in their regulations, Brandon had language that if a slope was over 25% it was automatically in the conservation zone, South Hero requires a calculator to determine how much ledge is on a parcel, Ferrisburgh has language about maintaining erosion control, Essex Junction has their own engineer on payroll who reviews all plans, Bolton has a limitation for development of 15-20% for initial permitting. Mike commented that most towns have covered this problem through their site plan. Kate is concerned and looking for ideas how she can realistically handle slopes. Sue recommended adding something to the zoning application about grade. Kate reported that Diane & Kate will meet tomorrow to work on the grant. The grant will help pay for zoning regulations:
- Technical review of zoning regulations
- Printing copies of Regulations and Town Plan
- Public meetings with key topics
- Lake front things
- Commercial things
