Town of Leicester Planning Commission Meeting Wednesday, June 12, 2013*Unapproved* ** See subsequent minutes for any changes Members Present: Donna Swinington, Peter Fjeld, Sue Stroud-Speyers, Jeff McDonough Absent: Bill Shouldice Others Present: Kate Briggs, ZA, Diane Benware & Sandra Trombley, Secretary Meeting called to order at 6:00 p.m. with roll call. Approval of Minutes: Motion by Jeff and second by Pete to approve minutes of May 8, 2013 & May 28, 2013 as written. All in favor. So approved. Work on Zoning Regulation Revisions: Kate talked about the discussion at our last meeting the proposal to change the Town Plan to put in some language that would address certain kinds of development. We have some issues to look at there. We were hoping to bunch things together and not piece meal because of the expense. Kate provided language that Suki Fredericks and Kate put together about organic farming. The other part was using Cornwall language. Copies of the Cornwall document were made for everyone. Diane talked about VT Gas making their announcement that Phase II is going through Cornwall and Shoreham to IP. The Leicester/Salisbury part of it is for Phase III. The gas company is trying to show they are good neighbors. Diane’s concern is protecting the agricultural part of it. Need to put in the language to address organic farms and minor changes to the zoning regulations. The Board informally proposes changes to present to the Selectboard. Kate explained her mapping of the zoning districts, setbacks and uses. Kate provided a task list of areas that need to be worked on. Definitions need to be looked at. Discussion about uses: permitted use and conditional use. Public Comment: None Next meeting is June 25, 2013, following ZBA meeting.
