Selectboard Meeting Minutes

Members Present: Diane Benware, Ron Fiske, Tom Barker, Ken Young, Brad Lawes
 
Others Present: Julie Delphia, Arlan Pidgeon, Sandra Trombley, Secretary
 
Call to Order: Meeting called to order at 6:30 p.m. by Chair.
 
Review of Agenda:
 
Add to agenda: Tom wants to talk about trees.
 
Approval of Minutes of October 20, 2014:
 
Motion by Ron and second by Ken to approve minutes of October 20, 2014 with correction of day of the week to Monday. All in favor. So approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by Ken to pay bills.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan reported that he had finished the corner on Jerusalem Road, did some grading and finished the sand.
 
Tom asked if something could be done about the pitch on the corner because it tapers off. Arlan thought it was o.k.
 
Ken suggested putting some rock above the culvert.
 
Tom suggested putting some concrete barricades just across the guard rails. Board and Arlan liked the idea.
 
Arlan talked with Glen Peck about the lights for the town shed. He will get six lights for inside the building and one or two for the outside. He will change the light on the pole. There is a rebate from Efficiency Vermont toward the price of the lights after completing a form.
 
Tom suggested that the two maple trees, a stump and a pine tree need to come down at Malinowski’s corner. There was an accident on the corner unrelated to the trees. Tom feels there is not enough room on the corner when meeting a vehicle. Arlan recommended that the corner be widened by removing the trees and stumps and filling in the holes. The Board was in agreement.
 
Arlan wants to clean out the driveway culvert on Lake Dunmore Road on Rte 53 by the log cabin close to the town line. He would like to change the culvert on Delorme Road by the old schoolhouse. The Board was in agreement.
 
Arlan will complete the culvert projects first and then the tree removal project.
 
Town Clerk/Treasurer:
 
Julie reported that delinquent taxes are at $163,076.
 
Tomorrow is the election and everyone will stay after this meeting to set up room.
 
The new exit light is up.
 
Cemetery Committee:
 
Nothing to report. Tom stated that they still haven’t heard from the attorney.
 
Health Officer:None
 
Zoning & Planning Commission:
 
Diane reported there was no quorum for the October 28th Zoning & Planning Commission Meeting. Next meeting November 11, 2014.
 
CORRESPONDENCE:
 
ACRPC RFP Transportation Funds:
 
Regional Planning has $10,000 of unencumbered funds for a traffic study. Chair asked if anyone had thoughts or ideas.
 
Ron mentioned a caution light at the Leicester Four Corners.
 
Brad mentioned a flashing red light indicating a stop ahead.

Driveway Access Permits/Fees:
 
Julie edited the sample permit and changed it to make it relevant to Leicester.
 
Motion by Tom and second by Ken to approve the edited version of the Access Permit document including a $25 fee. All in favor. So approved.
 
Driveway Access Permit – Anderson:
 
Selectboard reviewed an Access Permit for John Anderson. Anderson met with Arlan on site.
 
The Board added conditions:
 
Condition 1: for logging purposes only
Condition 2: maintain Hooker Road at all times to useable condition
Condition 3: at the conclusion of logging work, return Isthmus Trail to previous condition
 
Chair signed the permit as preliminary approval 11/3/14, effective 11/18/14, if no appeal.
 
Motion by Tom and second by Ron to approve Access Permit for John Anderson for logging work only, Road Foreman is Designee for final approval. All in favor. So approved.
