Call to Order: Meeting called to order at 6:30 p.m. by Chair.
 
Review of Agenda:
 
Vermont Sun letter added under Correspondence.
Report from Jim Carroll under Zoning and PC
Report from Tom under Old Business
 
Approval of Minutes of November 3, 2014:
 
Motion by Ron and second by Tom to approve minutes of November 3, 2014 as written. All in favor. So approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by Ron to approve the bills.
 
Reports from Town Officials, Committees:
 
Road Foreman:
 
Arlan reported that he has leveled stones out and added gravel on the corner of Old Jerusalem Road.
 
Arlan talked with Mike Dennis about the dry hydrant. Mike said he filled the truck, but hydrant was missing a set screw and is sucking air. Arlan thinks if they put a gasket and set screw in it, it might solve the problem.
 
Glen Peck is getting lights for the Town Shed.
 
Julie mentioned that John Anderson came in and asked about cutting trees in the right of way on the trail. Board did not have a problem with it. John was concerned about doing things right.
 
Town Clerk/Treasurer:
 
Julie reported that delinquent taxes are at $154,000.
 
Gus Letourneau did the fall clean up at the cemetery. Gus would be amenable to maintaining pricing for next year.
 
Election went well with 298 voters.
 
Metal for sign boards is not ready.
 
Health Officer: None
 
Zoning & Planning Commission:
 
Edited copy of zoning regulations was left on Sandy’s desk so Julie can begin typing. Diane explained some of the copy. Leicester has no current FEMA maps.
 
Diane will call about the Municipal Planning Grant and ask questions.
 
Next PC meeting November 25, 2014.
 
Diane and Ron sat through a long Regional Planning presentation about the underground hydro electric power line to go under Lake Champlain from the Canadian Border to Benson to Ludlow to a converter station. Ron explained it converts DC to AC and the reason they want to go there is that when VT Yankee shuts down, they can tap into it.
 
Diane reported a group of citizens from Salisbury and Leicester are hosting a pipeline meeting, November 18, 2014 at 7:00 p.m. at the Salisbury Congregational Church. They have a guest panel.
 
The update on the Wellarkes appeal is they held a Status Conference Call on November 3, 2014. There are efforts being made between appellants and abutters to work out a resolution. There was a conference in Jim’s office last Thursday. They are continuing the discussion.
 
There is a proposal to move the porch around the corner, closer to the lake and possibly getting a new surface for roofing material.
 
Jim doesn’t see himself continuing with an active role. Whatever they work out may require a new hearing.
 
Diane will call Jim for clarification on the process and report back.
 
Cemetery Committee: None
 
CORRESPONDENCE:
 
Vermont Sun 2015 Triathlon:
 
There is a letter of request from Vermont Sun asking for approval for their Triathlon June 20, July 12 and August 9 at Lake Dunmore.
 
Chair will write an approval letter on behalf of the town, reiterating concerns.

Tom reported that the new cell tower will be working in three or four weeks.
