Call to Order: Meeting called to order at 6:30 p.m. by Chair.

Discussing December 15th meeting.
 
Approval of Minutes of November 17, 2014:
 
Motion by Tom and second by Ron to approve minutes of November 17, 2014 with date correction. 3 in favor and 2 abstentions from Brad and Ken. So approved.
 
Review/Authorization to Pay Bills:
 
Motion by Tom and second by Ken to approve the bills. All in favor. So approved.
 
Reports from Town Officials, Committees:
 
Town Clerk/Treasurer:
 
Julie sent in the grant paperwork for the milfoil grant to the State for the remainder of the grant funds. The total grant was $87,000. Last year was $28,000. The funds come from the State and go directly to the Lake Dunmore/Fern Lake Association.
 
There was some discussion about milfoil and how much progress is being made. Other procedures may be investigated to try to eliminate the milfoil.
 
Road Foreman:
 
Arlan reported that he did some grading and plowing.  
 
Chair asked about grading or filling potholes on Lower Bullock Road.
 
Arlan replaced the set screw on the dry hydrant.

CORRESPONDENCE:
 
Letter from citizen:
 
Chair read a letter from a citizen who commented that she appreciated the work the road crew does, but was concerned about her front yard being dug up during the snow storm. She supplied photos.
 
This was caused because the ground was not frozen during this snow storm and normally the ground is frozen when snow is plowed. Julie will respond to this citizen.
 
Brad commented that he received a phone call from a citizen the night of the storm thanking the road crew because Leicester’s roads were the only ones plowed. He was very happy.
 
NEW BUSINESS:
 
Ken reported the tree on Rte. 53 in Fernville which is lying over the road almost on the power lines. Arlan will call Julie with the pole number and Julie will call Green Mountain Power.
 
Motion by Tom and second by Brad to authorize the Road Foreman to spend $600 or less to hire someone to remove the tree and take the wood; if Green Mountain Power can’t or won’t remove it. All in favor. So approved.

HIGHWAY CONCERNS/NEEDS:
 
Ken mentioned the stop sign on the Rte.7 end of Ferson Road that has been gone for over a year. Arlan had talked with employees of the State and nothing has happened. The sign is the State’s responsibility.

Next Meeting:
 
Next meeting is December 15, 2014. Julie would like everyone to be prepared to discuss budget.
 
Motion by Tom and second by Ron to adjourn at 7:15 p.m. All in favor. So approved.
