Zoning Board of Adjustment Meeting Minutes

Call to Order/Roll Call: Meeting called to order at 6:02 p.m. by Chair and roll call.
 
Review Agenda: Reviewed agenda
 
Approval of Minutes:
 
Motion by Jeff and second by Donna to approve minutes of January 28, 2014. All in favor. So approved.
 
There is a public hearing for:
 
Permit Application 01-14-ZBA Applicant Bernard & Louis Quesnel, 265 Hideaway Trail, Leicester, Vermont Parcel # 212139 Zoning District Lake 1, requiring setback waiver.
 
Chair read the procedures and warning. There were no conflicts of interest on the Board. Persons giving testimony were sworn in.
 
Chair asked the applicants to present their proposal. Louis explained their application and showed their plans. He explained they are leaving the existing structure and going straight up. They will increase the footprint of the building 2 feet on the north and south side and 4 feet on the east side and the lake side will not change. It doesn’t require much ground work around the building except for the entrance side.
 
Louis explained they plan on repairing and replacing the existing retaining wall along the lake. They want to cap the cement dock. They want to put a side hill tram for access to the lake. Louis explained the tram.
 
Bill asked if they were changing the impervious surface. Louis explained that they took a garage down and impervious surface would be a driveway.
 
Kate asked if they had contacted the State; as the application indicated, to see if they are required to apply for state permits. Louis stated he had written a letter to Rick Oberkirch with the State and had not heard anything.
Kate attempted to make two sight visits, but weather did not permit. Kate explained that it is a very steep slope.
 
The Board asked if they were adding bedrooms. Louis stated they were not at this time.
 
Chair opened it up to adjoining property owners. No one that was present was against the project. Harry Carter requested not to block their access; understanding that during construction there may be some expected delays for adjoining property owners.
 
Bill asked about the narrow lots and the width of the tram. The new structure will be in the setback.
 
Board went into deliberative session.
