 Planning Commission Meeting

Members Present: Donna Swinington, Chair, Peter Fjeld, Jeff McDonough, Bill Shouldice
 
Others Present:  Diane Benware, Tom Barker, Ron Fiske, Julie Delphia, Sandra Trombley, Secretary
 
Meeting called to order at 6:00 p.m. with roll call.
 
Approval of Minutes of June 24, 2014:
 
Motion by Jeff and second by bill to approve minutes of June 24, 2014, with following edit.  Peter suggested that Attorney Carroll advise if using Sudbury’s UDO is an effective solution instead of Peter suggests that perhaps Attorney Carroll review the document once typed.  All in favor.  So approved.
 
New Business – Interview Zoning Administrator Applicants:
 
Mary Anne Sullivan from Salisbury:
 
Mary Anne gave a brief overview of her history and career and her interest and experience in zoning.  She had served in the past on the Salisbury DRB.  She is currently retired.
 
She learned not to take things personally.  Her experience as a teacher and being a researcher helps her pay attention to details.
 
The Board asked her about enforcement.  Mary Anne stated she felt she was able to enforce the regulations.  She feels communication is very important between the zoning administrator, Selectboard and applicants.
 
Mary Anne stated that attending ZBA meetings would not be a problem.
 
Jeff mentioned they need help with small businesses and planning.
 
Mary Anne noticed the dense population around the lake.  She did a census of Leicester in 2010.
 
Bill asked, in regard to shoreline protection, if she felt Leicester should be a delegated town or turn it over to the State.
 
Mary Anne felt a lot could be handed off to the State, but she recommends that any town with a lake over 10 acres have a voice.
 
Donna explained that the Board will make their recommendation to the Selectboard tonight and Chair of Selectboard will be in touch.
 
David Atherton from Brandon:
 
Dave gave a brief overview.  He lived in Leicester year ago.  He was approached then about being a ZA.  He has worked in town offices in Vermont for sixteen years.  He has dealt with multiple zoning issues on titles that he has searched. 
 
He is self employed and would be available at the Town Office on Mondays and would be available to attend ZBA meetings.  He will be available more in March next year.
 
Board talked about enforcement.  Dave understands the need for enforcement.  He is aware of the shoreline bill.
 
He is investigating the possibility of working for multiple towns down the road.  He travels a lot and he is trying to stay a little closer to home.
 
Dave is the Commissioner for the Town of Brandon to Rutland County Regional Planning Commission.
 
Donna explained that the Board will make their recommendation to the Selectboard tonight and Chair of Selectboard will be in touch.
 
The Town wants someone in place as soon as possible.
 
Board had discussion about the two applicants.  They felt the legal knowledge and background might be helpful in this position.
 
Motion by Bill and second by Jeff to recommend David Atherton to the Selectboard.  All in favor.  So approved.
