Zoning Board of Adjustment Meeting Minutes

Members Present: Peter Fjeld, Chair, Donna Swinington, Jeff McDonough, William Shouldice
 
Others Present: Kate Briggs, Elizabeth Herrmann, Sandra Trombley, Secretary
 
Call to Order/Roll Call: Meeting called to order at 6:10 p.m. by Chair and roll call.
 
Review Agenda: Reviewed agenda
 
Approval of Minutes of February 25, 2014:
 
Motion by Jeff and second by Donna to approve minutes of February 25, 2014. All in favor. So approved.
 
There is a public hearing for:
 
Permit Application 03-14-ZBA Applicant Elizabeth Hermann for Lloyd Komesar & Maureen Carn, 23 Catamount Road, Leicester, Vermont Parcel # 212120 Zoning District Lake 1, requiring setback waivers.
 
Chair read the procedures and warning. There were no conflicts of interest on the Board.
 
Kate stated that no interested parties have contacted her or secretary. A person that was not an adjoining property owner contacted Kate with questions.
 
Kate explained the permit application and that it is not an accessory building, but a simple camp. They have a right to do that. This is a separate lot that they purchased. There is a ‘by right’ to develop this.
 
Persons giving testimony were sworn in.
 
Chair asked the applicant to present their proposal.
 
Elizabeth Hermann explained the plans and provided color plans with three dimensional views.
They showed the camp, the guest house and boat house.
 
There is no well or septic on the property right now. Elizabeth informed that Lloyd and Maureen have hired someone to pursue the plan for septic and water for waste water permitting.
 
All the Board is really looking at, is the guest house and where they can put it.
 
Board went into deliberative session.
